The protest was handed to me by a number of tax- payers in this islamd (the Member read the protest) and continuing said,—The proponent of the bill claims that they do not have any representation in this Coun- cil, but I claim they have, and [ claim that we are here to represent them. There were about ten town people also who signed this protest they did it by way of supporting me; I have no support here in the Council. The idea of forcing bonds on the people is unfair; the pro- duction of the island is falling off, we havn’t sufficient laborers, and the sow we have are not giving satisfaction. [ am standing here legislating for the benefit of the community, and when it comes to one man running the whole island and freezing out every body eise, 1 will not stand for it: it is anfair 1 know many of the tax-payers are against this proposal, and I do not blame them. All T know about a concrete road is what I have been told by others who claim to have some knowledge about it. lam told by men with experience that vou cannot drive a barefooted or smooth shod animal on a concrete road. To drive on a concrete road their shoes must have steel corks on them. Do you think the low cart man and the squatter will be abie to stand such expense? [ do not think they would. I would be very glad to see this island keep out of a SIOO,OOO bond debt. Ist Member for Frederiksied Country Distriei (Andersen) remarked: Mr.Chai- rman. Ido not think any one wiil sece in the record of the last meeting sucn a statement as the last speaker has made, that is, the taxpayers have no represcn- tation in this Counecil, 4th Appointed Member (Blackwood): This is a guestion the tax-pavers are againsi, ond Member for Chrisudansted Town (Canegata) remarked: Mr. Chairman. I must confess that I do not undersiand the amendment inroduced by 4th Ap- pointed Member. Is Section 2 of his amend nent to replace Section 2 of the original? I would like to ask if every squatter or every man who owns a ten acres of land, would, according to this amendment, have to pay a tax of B'rs. 50? What about the man who raises vegetrables and ecat- tie? I'he Hoaorable 4th Appointed Mem- ber spoke about ciass® legislation some sime ago. I spoke to a squatter the other da’, a fairly intelligent man he seems to be he told me toat some of the roads are in bad condition and whenever his cart goes intoa deep holeitis pretty hard to come out; he said he was very much interested ahout the roads, and asked me what the prospeects of getting a
