There were periods, of course, when we met weekly, but we continued on our bi-weekly meetings throughout, and we still do at this point. July 8th, 2025, participated in the Refresher Cybersecurity training conducted by IT specialist, Mr. Dowler, and of course that was hosted by CCC. july 13th accompanied the chairman and vice chair to our parents at the hearing formed by the committee of economic development of agriculture of the 36th legislature of virgin islands for an overview of the icc's operations and finances july 23rd accompanied chairman and the vice chair as we attend before the committee on budget appropriations and finance as we presented vicc's fiscal year 2026 budget requests july 31st the icc held this big summit at the carambola resort where presentations were made as it relates to the revamping and modernizations of the internet gaming and internet gambling legislation on august the 7th september 2nd september 9th september 16th attended meetings to review gi glis proposed amendments to the internet gaming and gambling act following the summit of july 31st 2025. on august 26th attended general staff meeting at ccc september 10th 2025 appear on the radio program analyze this on the utg x9 3.1 fm and we spoke of responsible gaming education month 2025 which of course is in September. September 11th, 2025, Hotel Executive Meeting of the ICCC number 2025-2925, 0:09:14 sorry, EM005. September 10th, 2025, attended an investigator in the area as it relates to a hotel employee september 11th of 2025 completed and submitted final document documentation for a drawdown request to by team of nema for the reimbursement of funds previously expended by officially free promote completed by on-site environmental in the restoration of over 200 000 pages of damaged documents during the last major hurricane this is the end of my report thank you commissioner uh we long we want to thank you mr chairman um my report is in the packet um it will replicate some of the things commissioner renee has not talked about i will highlight that in doing this period reporting period of june 26th of 2025 september 23rd of 2025 conferences and webinars and trainings that i attended and benefited benefited from this i also attended a cyber security training and um we're led by mr davila the chair and i um traveled to columbus ohio july 16th through the 18th where um the national council on problem gambling put on its national conference on gaming gambling addiction and responsible gambling and during those three days um we had presentations 0:11:36 and the latest research and trends and innovations in problem gambling treatment and prevention one of the best um conferences i've attended in my career was the internet gaming and internet gambling summit hosted by the procedure control commission well attended well organized just an awesome event i just cannot just say more about how how well that event was and i think everyone who attended benefit understood where the commission is where we attempt to take um internet gaming and gambling in the territory as we move forward on that project to fulfill the mandates of law and to modernize the law bringing that law into the 21st century um a webinar i i listened to very educational was the national survey and government attitudes and government experiences that was on august 19th and 2025. likewise i attended the comedian economic development and agriculture the heron which where they had the commission coming for it to give 0:13:29 Machine transcript · UNVERIFIED. operations and finances i also paired with my colleagues before the committee on budget appropriation and finance to present our fiscal year 2026 budget request of the commission on july 10th of 2025 i uh participated in an investigatory hearing held by their commission concerning a casino hotel employee license meetings throughout the quarter as commissioner renee alluded to we met quite um regularly during this quarter every week it seemed was for the internet gaming and gambling summit we had regular meetings on those for that for that events we also uh attended meetings regularly for the 30th anniversary plans meetings regularly for a review of gri gaming laboratories international proposed amendments to the internet gaming and internet gambling app but now we have those amendments before us we're going through those amendments so we can then produce a proposal to present to the legislature as what the commission believes how that law needs to be amended to take us forward i began work with attorney vidal and divisions to the code of ethics for the commission we met on august 28th at 2025 and september 15th at 2025 we met uh the full commission to determine next steps for playwise vi.org we had a general staff meeting july 24th and august 26 an executive meeting on september 11th 2025 and our third quarter hearing and meeting that was held on september 23rd concerning matters physically focused on responsible gaming and problem gambling on july 7th of 2025 attorney vidal and i met with the national voluntary self-exclusion program where we um heard about how that program works and to see if the impossible the virgin islands would be um participate in it what it allows persons to do is one stop shop you go you find your application with this the national uh voluntary program and they distribute it out to all the 0:15:26 united states to make different jurisdiction so the gambler the problem gambling doesn't have to go from jurisdiction to jurisdiction to fill our form is distributed throughout so that of course it knows i have self excluded from everywhere or every jurisdiction that participates in this national voluntary self-discipline question on july 8th i met again with attorney vidal exactly responsible gaming council yesterday um to begin talks and a possible having a vi a gambling attitude survey done within the territory to get an understanding of our attitudes toward gambling how we perceive it as a people and finally on september 10th of 2025 i appeared also my colleagues and analyze this to discuss responsible game of education month where we're currently absorbing kind of commission has and to tell our activities and different uh plans for this month and mr mr thank you um the the national uh voluntary service um that is just with this this this group that you mentioned because i know there's a push on i'm not sure who heads it who's leading the effort to have um uh um i don't know if it's legislation or what but to have um the standard across the gaming industry or for for so for voluntary circle student yeah thank you okay uh well this is with this particular organization that they run this um and that's the title of the name of it the national voluntary self-exclusion 0:17:14 program this group and you join but if you know it has fees associated with it it's not once you the gambler signs up with them for the jurisdiction participating they inform the jurisdiction this this is that i'm not aware and that was that may be a better option because this particular program has some significant costs to be a part of it i i believe we met um probably yeah i think that that is something that would be helpful because you know you can exclude in uh one state or from one casino uh from sports betting in one area and then drive across to another state and you know and and that's a story they keep telling how this young man came in and he applied for voluntary self-exclusion in one jurisdiction and spent so many hours in a car are driving to every place to fill out the form now if you have this national registry national program one of the big ones is dispersed everywhere thank you for uh uh now with dr chair before i i don't want to be too redundant uh some of the things um mentioned by my college but i do want to touch on the lgig summit um as uh commissioner renee mentioned we have a very busy busy uh quarter a very busy month in uh july uh we've been planning the igig summit 0:19:12 uh for quite some time um once in months from years in the making as you said as you said um by all accounts the summit was a resolving success and those who are in attendance is the kate bridge uh director david um miss russell you were there as well i think miss jason um you know so but thank you all very much for coming um i want to say one more time you know a hearty and powerful thank you to the viccc team uh including my colleagues who did an incredible and awesome job in putting that uh that summit on together uh it was very very well done also i want to take this opportunity to thank again um governor brian uh for working with us and i had a little heartache uh when um the senate president called me and told me that uh the governor has scheduled and scheduled the uh special session for the same day that we had our summit um and without the attendance of those uh stakeholders you know i i don't think that it would have been as successful as it was uh we actually had a packed house and so there was great interest i also want to thank uh senator francis the chair of the legislative church budget appropriation and finance committee chair for also working with us uh by um rescheduling rescheduling some of his um uh for the committee hearings in order VI Update · usvipublicrecords.com · public record, no rights asserted (CC0 1.0) 3 of 7 Casino Control Commission (VICCC) · VICCC QUARTERLY MEETING & HEARING No 003 2025 Video that we had two appearances at the legislature on july 14th we were before the the um the committee on economic development and agriculture headed by or chaired by um on july 16th and 18th it was mentioned that we attended the ncpg conference we again returned to the legislature for our uh budget hearing um we requested a total of and our budget request from the one question from the legislature is uh by statute for the payment of salaries and fringe costs for the commission only not for other operating costs salaries and fringe benefits for the commission we requested a total of one million seven hundred three thousand eight hundred dollars which is a 200 000 increase from the previous three fiscal years um again i want to thank uh brian for working with us to get that uh that increase um also in july we signed the an engagement letter with the firm of smith and company to commence our fiscal year 2023 audit which is now in progress um and i um confident that we will probably have the same results in our fiscal year 2023 as we did in the previous two fiscal years whereby we receive you know an unqualified or unmodified quote unquote clean art and um which the commission continues to be proud of those efforts um we commenced our review of the as mentioned previously of the amendments the proposed amendments to the internet gambling and gaming on statutes 0:23:29 that review is led by attorney uh and we continue to meet weekly uh hoping to complete that process by the end of october first week of november to uh uh proposals amendments to the legislature uh we mentioned before our general staff meeting which was to review the um summit and discuss uh employing the inauguration uh the children month of harvest we continue to meet with the 30th anniversary committee uh led by commissioner renee uh he chairs that committee um september 9th we met with the idea executives um mr sheever and mr walk uh wherein we discussed their proposal to remedy the situation that they had with the um uh 40 downgrade of our players club cards um and the commission approved their proposal to award uh fifty dollars in free slot play to the members of the players club that uh that were affected by that uh faulty downgrade we appeared on the uh analyze this program as we mentioned previously the form center number james in observance of responsible payment education month um on september 11th we convened our executive meeting number zero five twenty twenty five when we approved the licensure resolution number zero four that's twenty twenty five and other 0:25:54 matters um we wrote an op-ed and provided to the media in observance of responsible gaming education month i have just seen that article appear in the FBI source i haven't see it uh anywhere else uh but i say uh it's the source here no so um uh yes we want to thank them for for publishing um um in response to a fraudulent uh social media posting advertising uh that dv torino bay casino had online gaming uh the commission has not issued any licenses for online or internet gaming and mr capers i want to thank you and your team for getting out ahead of that and uh quickly disavowing that thank you so much okay uh when internet gaming Thank you again so I'll move on to financial matters and other related activities licenses issued by the commission from October 1st 2024 through August 31st 2025 we issued a total of 263 licenses and statements of compliance in various categories and those categories are outlined in the um in the uh in the package uh 0:27:48 casino employees casino game employees uh gaming related non-game related et cetera so for the same period the commission issued 271 work permits 109 exemptions from licensure and 53 waivers and from registration and licensure uh financial reports of the commission for the period of october 1st 2024 through june 30th 2025 revenues were 1 million five hundred eighty thousand seven hundred eighty four dollars versus one million nine hundred seventy thousand 971 dollars for the same period in fiscal year 2024 a difference of 288 187 dollars less this is due priority to uh pilot multiple license fees um in the primary year and also uh uh settlement of um of fines that we had in the previous fiscal year uh expenses thus far this fiscal year amounted to $1,409,248 for a net surplus of $173,536. The same period last fiscal year expenditure has amounted to $1,371,671 with a net surplus of $599,220 a difference of $425,684 dollars due to the same uh reason for reason the commission's overall fiscal year 2025 budget projects revenues and expenditures in the amount of two million two hundred twenty thousand three hundred dollars for a balanced budget as we always note and i noted previously 0:29:47 the commission's revenues and expenditures is due to the the major portion the major portion of the commission's revenues and expenditures is due to the gvi's contribution for uh salaries and fringe benefits um For the period ended June 30, 2025, that amount was $1,051,609, or 66% of revenues and 75% of expenditures. The commission is also mandated to manage two other accounts, namely the amounts allocated to the Division of Gaming Enforcement from the casino control revolving account, which is 20% of the funds deposited to that account for operating expenses of DGE, and also the 1% of the casino revenue fund taxes dedicated to providing for gambling addiction and education programs. programs uh the amount uh dedicated to government and education programs that account is called uh the bia lines for responsible gaming for the period october 1st 2024 through june 30 20 25 the dge revolving account had revenues of 22 950 and expenses of 23 1168 for net loss of 218 dollars for the same period the biarg fund had revenues of 17 539 dollars and expenses amounting to 22 761 dollars for net loss of five thousand two hundred two dollars uh the greatest portion of those uh expenses expenses 12 136 dollars which provide uh training to the department of health 0:31:50 Machine transcript · UNVERIFIED. VI Update · usvipublicrecords.com · public record, no rights asserted (CC0 1.0) 4 of 7 Casino Control Commission (VICCC) · VICCC QUARTERLY MEETING & HEARING No 003 2025 Video uh gambling addiction counselors and uh travel to for one of the employees one of the staff to accompany the commission's team to an annual conference uh let me know that the commission entered into a mou with the department of health whereby the commission funded or is funding uh training you know for uh is it six uh six uh means six six sponsors uh uh territory-wide through each district uh to so that we can have our trained counselors for anyone experiencing uh gambling uh gambling addiction issues and so i think our last report indicated that they had gone through the course and now they are doing the certification process um to to be awarded uh that's um certification uh moving on to the uh casinos ghost revenues for the casinos uh for the period of october 1st 2024 these casinos are combined or two casino lessons is true july 31st 2025 uh as reported by the casino licensees db and carville amounted to 16 million 276 303 dollars versus 15 million 499 448 dollars for the same period last year an increase of 776 835 or roughly eight percent for the entire fiscal year total those uh casino revenues amounted to 18 million five hundred twenty seven thousand nine nine ninety 0:33:52 dollars uh gross casino revenues is taxed at 12 percent that's paid into the casino revenue fund the commission receives 25 percent of those tax revenues with the remaining 75 percent being allocated to support to support certain other government of the virgin islands agencies um employment starts from the casinos for the fiscal year for the fiscal quarter and then june 30th 2025 both casinos imported a combined gross total payroll of two million six hundred sixty 65 578 dollars with a total head count of 311 employees the total fiscal year payroll october 1st 2024 to june 3rd 2025 was seven million nine hundred fifty four thousand nine hundred sixteen dollars with an average head count of 206 employees uh total withholding taxes paid thus far for the fiscal year is four hundred fifty six thousand three hundred thirty nine dollars uh the casino licensees spending for other goods and services among to five million five hundred fifty one thousand three hundred eighty eight dollars from the quarter ended june 30th 2025 versus five million nine hundred nineteen thousand one hundred twenty two dollars for the same period the prior fiscal year a decrease of two hundred sixty seven 0:35:55 thousand two hundred thirty four seven hundred and four or six percent for the fiscal year of today spending for other goods and services amount to 16 million 288 thousand twenty eight dollars versus 16 million four hundred twenty seven thousand six hundred ninety two dollars an overall decrease of 109 thousand six hundred sixty four dollars or less than one percent examples about other goods and services include food liquor advertising insurance legal and professional services etc uh there in ends the report from the chairman uh moving on to the next item from the agenda is the report of the date of the division of game enforcement uh director david you want to support the floor and present your report I am the director of the division of given and posted since the last quarterly performance report in June 23rd and 25th, DG has accomplished the report. Due Diligence Investigation, DGE completed one CHKE, that's Casino Hotel Key Employee Investigation, and also one CKE, Casino Key Employee, Due Diligence Investigation. 0:37:49 The DGE recently partially completed due diligence investigation of two casino service entity gaming-related license applicants and their qualifiers. One was Voyager Parent LLC, the current owner of IGT, one of the largest gaming machine manufacturers in the United States, and beyond was Multitech Games USA, small gaming machine distributor, currently representing three companies. The DGBE closed out its investigation of 16 applicants, that is applicants who were terminated or resigned prior to DGBE completing its investigation. 0:39:44 Opening of the files, the DGBE process 29 new licensed application received for investigation from the DICCC for casino key employees, casino hotel key employees, casino employees, casino hotel employees and casino gaming service entities both gaming related and non-gaming related. This client was submitted and the DG opened their application and assigned to our investigators to comment some investigation of these applicants. Complaints. The DG's currently conducted this investigation of five patrons complaints that were submitted by the BICC for investigation and is reviewing an incident report of an apparent violation of Virgin Islands laws to determine what charges even should be filed against one of the casino licenses. The DGE staff responded to approximately 22 requests for technical assistance from both the BD Carrier and the Caravelle Casino. The DGE staff assisted the gaming technicians at the casinos in addressing technical problems with EGMs to have these machines return to the gaming floor. The DGE was also called to verify the on-put chatbot during that time period. Training. DGE continues to provide training to all staff members via online training at various conferences, workshops and seminars. Both of DGE staff members will be attending training at bmm laboratories one of the two wishing laboratory testing laboratories licensed by the bicc in las vegas in october and one of the two staff members will stay on totem the annual g2e conference and training staffing uh presently dgd has a backlog of approximately 396 due diligence investigation. Thirdly, inadequate staffing continues to be a major issue at DGE. The backlog 0:40:24 of investigations will continue to increase if the staffing needs at the DGE are not addressed. At this point I'd like to thank the chairman of the of the BICCC for working tirelessly to assist DGE in getting adequate staffing. But again, it is very important that if DGE does not get the staffing that it requires, we cannot do what we are required to do in the time of life. And you will notice that the number of applicants, applications that were submitted to the DGE, that we won't be able to address in a tiny manner, will continue to increase. 396, it's a lot. And it's not going to get any less unless we get this now. I must say, though, that recently, we at the DGE went on two student interns for six months of graduation. I was able to recruit them through the University of the Virgin Islands. 0:43:52 One applicant is a recent graduate and the other one is a senior. Both of them are working with the DGE to help us in addressing certain issues at all. what i've been doing is some of the work that basically an administrative assistant would do in terms of getting the applications scanned by the files are open whilst there are the two other staff addressing all the issues and that'd be very helpful to me however we just need additional staff and i'd like to at this point in time i'd like to say again thank you to david pickering for his help and i mean that is not the commission's job that it's a good to the general's job then generally try or some of the teachers have tried in the past but i know this is uh the chairman has been doing a human job in trying to get us the help i don't look we haven't received it from the last discussions that that we had but thank you jim pickering we'll do the best we can with what we have but it is not an easy task thank you thank you uh the rest of the day thank you for recognizing the um the uh commission's advocacy on the rtf which i you know i i work a lot with my my colleagues uh in uh in that effort um It's not 20% that we have to vote, it's 10. 0:44:38 You want to do it all shit. thank you thank you for being here and thank you thank you very much even though you haven't published very much um uh director david yes um that that number uh is wrong since so how are these two uh interns assisting but well once the application once dg receives the application we have to scan every application that we receive and create an electronic file and a hard copy file so the interns are assisting us in scanning the documents and creating the the files for us and we have had the backlog for some time so they're doing that because what happens if one of my staff is doing is taking care of an investigation or at the casino when the application comes in we put them aside so they can deal with what they're really dealing with but after a while it's fine you know and i'm always trying to okay well one day a week forget whatever you're doing concentrate i'm doing the uh the scanning and sometimes there's a lot to scan everything 0:46:13 and organize it because I'm sure you're aware of the volume of papers that come to this application. And then once it is scanned, they have to do some cut and paste, some technical stuff they have to do to arrange it in the format. So that is what they do. That's one of the reasons why I ask the students that have that in the computer-based areas, they can do that in standard movement. they have been doing it for very disturbing way now and i was fortunate that i was able to get because most of the times you have students but fortunately here you have female students i was able to get male students i know when you talked about the last time on the students with everybody that was presenting with female students and i didn't i did not really ask for male students but that's what i got and i'm happy about that so they're doing that and i'm very pleased with available for this part of the ask for the additional um question now is an administrative person yes and then uh i think it's three three yeah three employees yeah well basically what we have right now we do not have an administrative person right so everything that comes in i review every single piece of paper and then the decision if i have an administrative person that doesn't have obviously administrative issues the two employees that they have they are termed investigators because at one point we had one that was a gaming technician but in the wisdom of whoever they changed the name so investigators she is doing both she is the investigation she is the gaming the main gaming technician so whenever there is a call from from uh from the casino she's the one that go and interact with the with the casino person i have 0:47:59 the other other employee she's the backup so in order to keep both of them current i have the main technician she is on call three weeks in the month and the other one i have her on call in one week so that she won't get to us but in addition to that they are both assigned once I review the applications I pirate it and move them to do the investigations the two employees that I have I will have a focus on all the key technicians focus mainly on the on the technical technicians and the two employees they'll be doing the background investigations I am forced so I have been doing the background investigations for the casino service entity which entails travel back and forth. A couple of years ago when we had a disabled employee, I was trying to get someone to take up that mantle. That is not the case.
