Notwithstanding 33 V.I.C. §3025 (b), paragraphs (4) and (5), the following sums, or so much of them as may be necessary, are appropriated in fiscal year beginning October 1, 2012 and ending September 30, 2013, from the Indirect Cost Fund for operating expenses, including wages and salaries, and other purposes of the Office of Management and Budget, the Division of Personnel, the Department of Property and Procurement, and the Department of Finance. …
