St. Croix held its Third Ordinary Meet . ing for the present elective period in the " Colonial Council Hall in Christiansted. ‘ The following Members were pres ent: A. J. (Blackwood), D. C. Cane- . gata, Robt. W. Skeoch, W. S. abram- son, (. B. Fleming, F. Andersen, . Holger Jessen, John L. Curry, K. Hen- ' derson, A. V. Nelthropp, J. Alexander, - A. R. Mclntosh and M. M. Skeoch. ‘ 2nd Member for Frederiksted Town . (Merwin), 2nd Appointed Member (Noll), | 4th Member for Christiansted Country . District (Ramsay) and Ist Member for Frederiksted Town (Coulter) were ab- L sent. Government Secretary (Gaffnaey) and - Despatching Secretary (Rappolee) attend- - ed the meeting. Owing to the absence of both the Chair- - man and Vice-Chairman from the Isiand ' the 4th Appointed Member (Blackwood) ' took the Chair as Senior Chairman. After prayers had been said the Senior Chairman (Blackwood) remarked: Hon- orable Members. The Council has as ~ sembled today under very unusual cir- .~ cumstances. Both Chairman and Vice- . Chairman being absent from the island. . This is the first time during my time in . this Council this has occurred; and that | compells me, as Senior Chairman (o | open the meeting. In looking througn . the Rules of Busimess I find that the rules¢ and regulations prescribe very little rules for the Senior Chalrman to act. It seems to me that when these rules were .formulated this occurrence was so unusual that it was not considered necessary to make provisions for such, and it was taken for granted that the Senior Chairman should act. Par. 3 of the Rules of Business says in pars: “‘Should the Chairman and Vice-Chair- man be amon< the number of retiring members or be prevented ‘rom acting the election shall take place under the direc tion® of the Senior Chairman.” This, 1 suppose, agplies to a mezting of this kind. Under these circumstances, I ask that members prepare their voling tick- ets tor a Chairman to conduct this meet- ing. The voting of ccurse is by ballot. 13 voting tickets were handed in for the election of a Chairman. Elected was: Third Member for Chris- tiansted Country District (Robt. W. Skeoch) wvith 7 votes. 4th Appointed Member (Blackwood) received B votes, and 2nd iember for Christiansted Town (Canegata) received 1 vote. 3rd- Appointed Member (Armstrong) entered the meeting. , The Acing Chairman (Robt. W. Skeoch) took the Chair and remarked: Honorable Members I have (o thank you for electing me Chairman of this meet- ing. I should prefer tosee the 3Senior Chairman in the Chai:, but i must do so as 1 am told.
