ACT NO.62 10 BILL NO. 22-0220 TWENTY-SECOND LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 1998 To honor and commend Gordon A. Finch and to name the Molasses Pier the “Gordon A. Finch Molasses Pier” ---()--- WHEREAS, Gordon Allen Finch was born on the island of St. Croix on July 24, 1943 to Beryl E. Smith Finch and Christopher Finch; and WHEREAS, he graduated from Christiansted High School in 1961 and went on to attain a Mechanical Engineering Degree from Howard University in Washington, D.C. in 1966; and WHEREAS, Mr. Finch further attained a Master’s Degree in Mechanical Engineering from Carnegie Mellon University in 1967; and i WHEREAS, from 1967 to 1969, Mr. Finch worked as an engineer with the United States Army Corp of Engineers; and WHEREAS, from 1969 to 1971, Mr. Finch worked with a research and development firm in New Jersey; and WHEREAS, on May 30, 1972, Mr. Finch’s only child was born, a daughter by the name of Nataki A. Finch; and | SEE ea a ee a 2 WHEREAS, Mr. Finch was the assistant Director of Engineering for the Virgin Islands Department of Public Works from 1971 through 1973; and WHEREAS, from 1974 until 1978 Mr. Finch served as the Commissioner of the Virgin Islands Department of Public Works; and WHEREAS, Mr. Finch operated his own private engineering consulting practice from 1979 until 1991; and WHEREAS, since 1991 Mr. Finch has served as Executive Director of the Virgin Islands Port Authority; and WHEREAS, since becoming Executive Director, Mr. Finch has had many accomplishments including the completion of the “Ann Abramson Marine Facility” in Frederiksted, St. Croix; the refurbishment, renovation and expansion of the “Henry Rohlsen Airport” in St. Croix; and completion of the terminal building, new administration building and extension of the runway from 4,500 feet to 7,000 feet on St. Thomas; and WHEREAS, Mr. Finch also has commenced construction of the airport rescue and fire fighting building at the “Cyril E. King Airport” on St. Thomas, constructed a new ferry boat terminal building now called the “Wilmoth E. Blyden Terminal Building” on St. Thomas, completed construction of the passenger dock in Cruz Bay, St. John, and begun construction of the Molasses Pier on St. Croix; and WHEREAS, in addition to his many accomplishments as Executive Director, Mr. Finch has been able to turn the Port Authority’s financial picture around by, for the first time, being able to contribute funds to the Government of the Virgin Islands; and WHEREAS, it is fitting and proper that Mr. Finch be recognized for his contributions and dedication to the people of the Virgin Islands; Now, Therefore, BE IT ENACTED by the Legislature of the Virgin Islands: SECTION 1. In recognition of and appreciation for the contributions of Gordon Allen Finch to the Virgin Islands community, especially his committment to the improvement of our marine and port facilities, the Molasses Pier being constructed in St. Croix shall be named the “Gordon Allen Finch Molasses Pier”. SECTION 2. The Virgin Islands Port Authority shall cause to be prepared a suitable sign bearing the inscription “Gordon Allen Finch Molasses Pier”, to be conspicuously placed in a permanent location on the pier. = | 3 SECTION 3. A perma plaque copy of this Act shall be prepared and presented to Mr. Gordon Finch by the President of the Legislature or her designee, at an appropriate ceremony held for that purpose. Thus passed by the Legislature of the Virgin Islands on February 9, 1998.
