[ would very much like to see ms-e lights in the Town but not to burn all night. In large cities with better economi® resources the great- er number of lights are put out at mid- night. Un- der salaries we see the words ‘‘Salaries in accordance with Code,”” that may be all right but the Cod providzs for mini- mum and maximum salaries. 1| would like to know how many of the teachers whuse salaries are fi:zed by the Code arve drawing minimum s: aries and how muny are drawing maxiroum salaries. The Code says that the salaries of special teachers shall be fix:d by tae Director; this is so far all righ., but dy2s 1t man that this legislative body should not krow how these salaries are divided; and how many special teachers are empioyed? | am of the opinion th: t the tendeney is to goet away from teachers whos: salaries are fixed aceording to the C)hd: and to employ teachers whose salares are lixed oy the Director. Why are there so many special teachers this year and ‘the previ- ous year as compared with 1921 and 1922? The Departm:nt of Lducation is the anly department that makes use of the words ''not to exez2ed.”” Sush an ar- rinzement is unimportant when the amount in question is small, but in this cise we are dealing with an amount of Fres. 161 009, and when such large amounts are involved it would seem to ma batter basiness it the aporopriatiynhal boen fix>d as in the case of the other d-- partments. If Fres. 140,000 iz sulfizient to carry the department through, why then give it a lawful right to spend Frs. 20 000 ‘more than is necessary? 1 am sorry that no provision is nade for in- dustrial Schools, there is a greater need for such an institution than there is for musical eduacation and {otbers of that kind. Government Secretary (Zane) remrk- ed : Mr. Chairman. With rezard to Ihe remarks of the Honorable Ist Member for Christiansted Couniry District. | mig}nt say that tlee main objection he has raised the Government has also seen and sympathizes with him. The main difficulty in the w y of setting specific salaries for teachers, I uvoderstand, is tha the teachers are more or less in a countinuous state of flux, which is the main reas>n for the sripulation in the code providing for minimum and maximum salaries according to grades, I might add that one of the features whichit is hoped will be gained through the new method is, that the Governor will be able t) pass up n all increases in salaries of teachers. Whiie the appoint- ment of teachers rests with the Director of Education under the code, yet it is required that the Governor approve all appointments. As to why it is not fea- sible to specif; the number of teachers in each grade, the Director of Education informs us that it frequ2ntiy happens that he has to use a teacher in a lower grade who had qualified for a hizher one and vie» versa. 1o o her words, the situation with respecet to teachers as compared with employees in other de- partments is different. this, coupled with the requirement that all appeintments must be approved by the Governor, seems to be the only feasible way of handhing it.
