June 23, 2026 Ms. Glendina Matthew Director Division of Banking and Insurance Office of the Lieutenant Governor St. Thomas, U.S. Virgin Islands Re: Committee Hearing Invitation — Block II: Bill No. 36-0192 — Senior Financial Protection and Promissory Note Abuse Prevention Act of 2025 Dear Ms. Matthew, As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you or a designated representative from your office to testify during Block II of the Committee hearing scheduled for Friday, July 17, 2026, at the Earle B. Ottley Legislative Hall on St. Thomas. During Block II, the Committee will consider Bill No.36-0192, the Senior Financial Protection and Promissory Note Abuse Prevention Act of 2025. This legislation establishes reporting requirements, compliance standards, and penalties aimed at protecting seniors from financial exploitation. Given the Division of Banking and Insurance’s regulatory oversight of financial institutions operating within the Territory, the Committee respectfully requests testimony regarding implementation, reporting protocols, institutional compliance, and recommendations to strengthen protections for elderly residents. If you are unable to attend, please designate a representative from your office to appear and testify on your behalf and kindly notify the Committee in advance. Please submit written testimony at least forty-eight (48) hours prior to the hearing. Thank you for your continued service to the people of the Virgin Islands. I look forward to your participation.
