BILL NO. 26-0069 TWENTY-SIXTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES ~~ Regular Session 2005 To honor and commend the late Joseph Sibilly, for his many contributions to the Virgin ~ Jslands Community and to name the public road 1 in Estate Elizabeth, St. Thomas, “The Joseph Sibilly Circle” ---0--- WHEREAS, the late Joseph Sibilly was born on the island of St. Barthelemy, French West Indies on January 5, 1889; and - WHEREAS, the late Joseph Sibilly migrated to the United States Virgin Islands and established residence on St. Thomas on May.10, 1912; and WHEREAS, the late Joseph Sibilly established himself as a distinguished community leader and an active participant in community affairs, having donated several tracks of land to the Government for the construction of a church at Estate Elizabeth, a public school and community cemetery at Estate Mafolie; and WHEREAS, the late Joseph Sibilly served as the Assistant Supervisor of the local Bureau of Agriculture and was primarily responsible for the successful construction _of the Experimental Agriculture Station at Estate D …
