I do not see how one can get a right idea as to whether one item 1s too high or too lnw. [t seems 1s if the heads of these departments should be called in to give eiucidations ou the various items. [ attended two meetings of the Municipal Commiitee as subsritute for Mr. Fleming, there were, during these meetings, a great deal of talk, but nothing was done. Up to -this budget we have always had the Govern- ment Secretary come over and go through the budget with us. If the Municipal Committee must discuss this budget as 1t ought to and make recommendations, it must have elucidations from the vari- ous departments and also from the Des patching Secretary. Under the old re- gime the proposed budgets were always compared with the previous year’s bud get anda budget commitiee appointed, and we generally had five or six weeks to go through rhem. That procedure gave us the opportunity to compare the budgets and get ideas of what we wer¢ talking about. Under this budget wec have a great manv new institutions with which we are not familiar and can only know something about them by elu- cidations from the various departments. We ought to have at least three or four meetings on a budget so as to get a clear understanding of what we are do.ng and to enable us to do the right thing. The Member then read the revenue side of the budget, and continuing said, —There is a pretty high deficit; if the Federal Government would be alwzys willing to make up deficits it will be all well and good, but we cannot pay more taxes as we are pretty well taxed at present. . To get a clear understanding of & bud- get, to see whether there is a possibility to increase or reduce amountg, it needs more time and it needs elueidaticns from the various departments.
