r Petition to Rename Hull Bay Road to Senator Lorraine 1. Berry Road We are submitting this petition to request that the Hull Bay Road be renamed the Senator Lorraine L. Berry Road to honor Senator Berry’s passionate dedication to the advancement and betterment ofthe people of the U.S. Virgin Islands. Senator Berry (1949-2010) served as a senator for 24 years, over 12 consecutive terms, from 1983 to 2007. During her tenure, she was disciplined and effective in collaborating with colleagues. Consequently, she held key leadership roles, including majority leader, vice president, and Senate president. She was the Senate president twice, a role that has only been held by two women in the history of the Virgin Islands. In 1997, she was the Rotary Person of the Year, an award given for “service above self’. In 2007, she was inducted into the Virgin Islands Women’s Hall of Fame, and in 2013, the Lorraine L. Berry Legislative Annex was named in her honor. Senator Berry built her early political experience working with the Finance Department and the then Delegate to Congress, Ron De Lugo. Later, she spearheaded initiatives to promote fiscal planning and responsibility and build investor confidence. She initiated the development of the Beacon School model of after-school support for youth. She secured tobacco settlement ifinds that supported the development ofthe Charlotte Kimelman Cancer Institute in St. Thomas and the V.1. Cardiac Center on St. Croix. Senator Berry also offered initiatives to help families through legislation, such as the Donated Leave Program. Senator Berry advocated for the contributions ofthe French-descended community to be formally recognized by the creation of French Heritage Week. She collaborated with local civic organizations, including the Northside Sport Fishing Club and the Frenchtown Civic Organization, to celebrate Bastifie Day and honor the legacy of French Virgin Islanders. Activities included ceremonies at Government House, a scholarship essay contest, the French Cultural Fair at Sib’s Parking Lot, and the Ms. French Heritage pageant. In 2004, she was awarded the Ordre National dii Merite by the then-president of France, Jacques Chirac, to honor her contributions to the preservation of French culture. Senator Berry also created and sustained several other community programs. She organized an annual Mother’s Day Luncheon to honor women who were often unsung community figures. She founded the yearly Youth Symposium, a Black History Month essay contest for students, and the Women’s Symposium, which was a trusted space for public dialogue about community needs after Hurricane Marilyn. Later, this space would evolve into a gathering place for discussing other important topics and issues. Senator Berry was a leader of consequence. The impact of her leadership reverberates still today. We request that the Hull Bay Road be renamed the Senator Lorraine L.
