PUBLIC NOTICE I. PUBLIC NOTICE I. NOTICE OF THE DEPARTMENT OF PLANNING AND NATURAL RESOURCES (DPNR) INTENT TO ISSUE THE MODIFICATION OF THE VIRGIN ISLANDS CONDOMINIUM, HOTEL, AND APARTMENT COMPLEX GENERAL PERMIT (VICHAGP). DESCRIPTION OF THE DEPARTMENT OF PLANNING AND NATURAL RESOURCES (DPNR) INTENT TO ISSUE THE MODIFICATION OF THE VIRGIN ISLANDS CONDOMINIUM, HOTEL, AND APARTMENT COMPLEX GENERAL PERMIT (VICHAGP). In compliance with the provisions of the Clean Water Act, 33 USC §1251 et. seq., (hereafter referred to as the CWA or the Act), as amended by the Water Quality Act of 1987, P.L. 100-4, and the Virgin Islands Water Pollution Control Act, 12 V.I. CODE ANN. §184 (1998 & Supp. 2004) et. seq., operators of condominium, hotel, and apartment complexes with discharges associated with standard sewage treatment plants or drinking water purification systems located in the United States Virgin Islands Territory are authorized to discharge to Waters of the United States Virgin Islands in accordance with the eligibility and Notice of Intent (NOI) requirements, effluent limitations, inspection requirements, and all other conditions set forth in this permit. This proposed issuance is tentative. On the basis of preliminary review and application of lawful standards and regulations, DPNR-DEP proposes to reissue the modified permit subject to certain effluent limitations and other conditions necessary to comply with the Clean Water Act. IV. REQUEST FOR PUBLIC COMMENT The Virgin Islands Condominium, Hotel, And Apartment Complex General Permit (VICHAGP) and its fact sheet are available online at http://dpnr.vi.gov/public-notices/. Comments must be submitted by email to mary.stiehler@dpnr.vi.gov, on or before Monday, April 28, 2025. V. DPNR’S RESPONSE TO COMMENTS Following the close of the 30-day comment period, a written response to comments and petitions will be developed as soon as possible. Comments must be submitted to DPNR at the above mentioned address either by email or in writing on or before April 28, 2025. All petitions and comments received during the public notice period will be considered. This response to comments and petitions will be available to the public in the same manner as today's notice.
