(Continued from yesterday’s Avis.) ond Appointed Member (Noll) asked permission to make a few remarks out- side the Order of Day. The Chairman granted the request and the Member re- marked: Mr, Chairman. Concerning the discussion this afternocn on this tax law, on the face of it, there seems to rest some dissatisfacti~n. The indication, so far as we have gone, from all that would appear in the record, would be, that the Council and the Government represen- tative are at a dead lock. The matter has been be’ore the Courncil since De- cember 22. 1921, so far as the record shows. and that it was befcre the Coun- cil (may ve less official) before that date in 1921; and that from then down to the present meefing it hus been continuously before the <Council and no action has been taken upon it. If this Council dies with this meeting, and if this draft of ordinance dies with this Council, and it this draft of ordin- ance is not reintrocuced, for all that has transpired here today, it would appear that this Council was adverse to the passage of this bill.. Now, that is not the fact. Members on the floor have stated that ifit comes to a vote they would vote for the ordin- ance. 1 can state that lam of the same state of mind, if it comes to a vote I will vote for it. Now. the statement is made by the Gov- ernment Secretary that it would become tae duty of the Government to report to the mandating power- which is the Con- gress of the United States, and if this bill dies with this Council, why, gentle- tlemen, the record would put us in a fallacious light. [ have a personal be- lief that if this matter is continue:d upon the calendar of the Council and is even- tually brought to vote, it wiil be passed, possibly with amendments not satisfac- tory to Government, but in some form in the best judgment of this Council. It might be that the members of this Coun- cil may see fit to pass the ordinance, eliminating the tax on personal property, but still they will have passed an ordin- ance taxing almost all properties in St. Croix on a principie which has worked well in the States. Then it would be for the Governor to decide whether he de- sires to veto the draft as passed and re- port to the President; and if it'is passed according to the best judgment of the Council, when the record goes up if Con- gress sees fit to take action they would then have record of what we as members of this Council zaw fit to do.
