I My dear Mr. Editor: In today’s issue of your valued paper, you reprint from The Pathfinder an arti- cle indicating that thousands of letters are undelivered because they were not emptied out of mail bags put aside for repairs, and that Postal Inspectors de- clare thar an average of 70 letters a day are shaken out of supposedly empiy bags sent to Washington to be mended. As readers are liable to conclude that this discovery has reference to all post of- fices evervwhere, and that in all probabil- ity there 1s not an office at which the con- dition referred to does not exist, [ fear that the release of such information throtgh the medium of the newspaper may be instrumental of undesirable im- pressiors in a small community like this where the people can hardly be expect ed to appreciate the situation correctly. I do not believe that I am far wrong in estimating that there are probably not nineteen persons in twenty in this island who are aware that there are some sixty thousand post offices in the United States and possessions, or who are in the posi- tion to form anything like a rational idea of the number of letters which pass through these offices daily; and ifI am right in this assumption, no furthe: ef- fort is needed to show that the concep- tion of the responsibility shared by the average office in the case in question must be relatively inaccurate, and, un- fortunately, exposed to over estimation. I think yor will agree with me that to establish eonfidence is of great import- ance in attaining success in most ander- takings, so that while doing everything practicable to eliminate defects and in- crease efficiency to the maximum, we should be careful not to tertilise the ground for misgivings which may be vnwarranted. Asa matterof thought I may quote that statistics indicate that growing careless: ness in addressing letter mail resulted in 13,000,000 letters being found undeliver- able in one year; that a study of 4,219 reports received at headguarters of the various Railway Mail Service Divisions during a thirty-day investigation, held to discover the amount of damage in handling parcel post mail and the causes o’ such damage, disclosed that in 52.31 per cent of the cases damage was caused by improper preparation of the parcels by senders. These are but two insta ces furnishing a broad field for public co- operation in reducing complaints about the postal service, and I would be very glad to give you my assistance toward directing the necessary corrective atten- tion along these lines, which must result in much mutual benefitt> patrons and the service.
