WHEREAS, by virtue of the Treaty of Cession entered into on August 4, 1916, between the United States of :America and Denmark, the sovereign rig ts there- tofore ‘exercised by Denmark uver the Danish West Indies passed to the Uni- fed States in accordance with the terms thereof; and WHEREAS, by virtue of Section 1 of the Act of Congress approved March 3, 1917, entitied ‘‘An Act to Provide for a Temporary Government of the Virgin Islands of the United States’’ all mili- tary, civil snd judicial powers necessary to govern the said Islands are vested in the Governor thereofl; and WHEREAS, by Exeeutive Order, No. 12, dated Apnil 22, 1920, made under the au- thority of the aforesaid Act of Congress, approved by the President of the United States on June 18, 1920, and promulga- ted at St. Thomas, Virgin Islands of the United S*ates on June 22, 1920, the tem- porary law of the Danish Rigsdag con- firmed Qctober 2, 1914, was abrogated effective on and after August 23, 1920, and it was deereed that Section 1 and Section 3of the Danish Law confirmed March 29, 1904 shall, upon such abroga- tion becoming effective, stand in full force and effect ; and - WHEREAS, the National Bank of the Danish West Indies has made representa- tions to the Government of the United States that on aeccunt of the difficulties and delays incident to communication, it will find great difficulty in complying with the aforesaid HKxecutive Order on its elective date, and has requested that the effective date of the said Executive Order be extended for & perrod of sixty days; and ' WHEREAS, the Nationat Bank ot the Danish West Indies has made further representations concerning the scareity of gold coin of Danish West Indian mint- age with which to redeem its notes: NOw, THEREFORE, [, J. W. Oman, Gov- ernor of the Virgin Islands of the United States, acting under the authoyity of the aforesaid Act of Congress, do hereby ex- tend the date upon which the atoresaid Executive Order No. 12 ¢hall become ef- tective and fix Occober 28, 1920, as.the definitive dare on and aiter which the said Urder shall be effect:ve. And 1 further decree ihdt the atore- said Executive Order No. 12 be and it is hereby so far modified thiat the National Bank or the Danish West indies, in ful- filling its obligation to ret.eem its notes on and after @October 25 1920, mav re. deem such notes as are p*esented at its principai office in St. Thi:nas either ‘in gold coin of the Danish \’aest Indies or, at the fixed rate of 96. f eents United States for 5 franecs, Dangsh, in United States coin or currency, ircluding United States gold coins, silver, nickel an. bronze coins, gold and siler certificates, notes issued by the Unit:d States and notes issued ihrough or iy the Federal reserve banks and by the Mationat Banks ot the United States; prov ded, however, that United States gold coins may be used in redeeming the a‘oresaid notes oniy llf such coins be wihin the legal limit of tolerance in regird to -fineness and weight as provided in"Sections 3535, 30636 and 3bHs7 of the Revised Statutes of the United States, axd that Uni- ted States subsidiary silver, nickel and bronze coins may be used ~2iy up to the respective amounis for wiieh such coins are legal tender under th, laws of the United States. - Except so far as herein-modified, the aforesaid Executive Orde; No. 12 shall remain in full force and eff ct.
