Office of Regional Counsel U.S. Environmental Protection Agency Caribbean Field Office 1413 Fernandez Juncos Avenue Santure, PR 00909 Re: Tutu Wells Site Dear Attorney Prashack: To follow-up on my November 1993 telephone call to you on behalf of my clients, Siegfried and Waltraud Torinus, the owners of #214 Estate Anna's Retreat, St. Thomas, V.I., enclosed please find the original initial report/analysis done at my client's request by the Institute of Geotechnical Engineering. As you know, Mr. & Mrs. Torinus are an elderly German couple who only come to the Territory intermittently, as their health permits. They requested that the Institute of Geotechnical Engineering review the technical documents compiled by Geraghty & Miller for TEIC, and advise the as regarding the import of the data as it relates to their property. The enclosed report is the response to the request by the Torinus'. A copy of the report will be provided to the PRP Group, once it is formed, as you advised. Mrs. Torinus intends to be in the Territory over the holidays. Mr. Torinus is unable to make the trip as his health is very bad, and it is apparent from our discussions, that the uncertainty and concern regarding the Tutu matter has aggravated his condition. I am certain that any consideration, comments and suggestions you may be able to provide regarding the enclosed would be greatly appreciated by my clients.
