W. Skeoch), granting Fres. 50,000.00 for the purposeof procuring a road roller, scarifier and stone erusher. Colonial Couneil Bill No. 16. Third Council, First Session, 1921-1922. [ was instructed by the Committee on Colonial Council Bill No. 14 to introduce this moaa- sure so as to enable us to kez2p our roads in repair. The Speaker read the Bill and said—-We have a gooad deal of large stones, which, formerly were broken by hand, but that procedure is considered to> ex- pensive today, and as the service the road is put to today demands better ma- terinls we thought it best to get a road roller, scarifier and stone crushar. [ ro- commend the Bill tu the favoranie consi- deration of the Council. Government Secretary (Gaffney) re- marked: Mr. Chairman. Government, in setting forth certain objection to Colo- nial Council Bill No. 14, laid down the fundamental principle to be followed in the matter of the Ordinance working in St. Croix. The Ordinance, as at present drafted, is satisfactory to Government, and any change, piecemeal, or as a whole, must carry with it the means for raising the funds. Colonial Council Bill No. 16, should therefore, carry with it the means for raising the Fres. 50,000, and some amendment made setting forth the terms under which equipment is to be used. In view of the remarks fallen from the Gov- ernment Seeretary we should have some more discussion on Ist Discussion. The Bill reads: ‘‘From funds in the Colonial Treasury not otherwise obligated’”’. He says that ecanpot be done; therefore if the bill is passed as it is before us now it may not be approved by the Governor. Ist Member for Frederiksted Country Distriet (Andersen}: That’s the reason why I movedethat Ist Discussion be e¢los- ed. If we pass the bhill in its present form and the Governor cares to veto it, let him do so. 3rd Member for Frederiksted Country Distriet (M. 8. Skeoch) remarked: Mr.- Chairman. It seems to me there is some reason for blocking this measure every time it comes up in the Counecil. It sounds peculiar to me that Government is not willin:o give some help. 1 feel just like the last speaker, and I move that Ist Discussicn be closed.
