United States filed its response to the motion, agreeing that the Virgin Islands Police Department (“VIPD”) is in substantial compliance with Paragraphs 42-58 of the Consent Decree such that the two- year sustainment period can begin and recommending that the VIPD commits to continued use of the Temporary Review Process during the sustainment period. (ECF No. 643.) The Independent Monitoring Team (“IMT”) submitted its response to the motion, recommending that the Court grant the motion. (ECF No. 644.)
