United States filed its response to the motion, agreeing that the Virgin Islands Police Department (“VIPD”) is in substantial compliance with Paragraphs 42-58 of the Consent Decree such that the two- year sustainment period can begin and recommending that the VIPD commits to continued use of the Temporary Review Process during the sustainment period.
