The RFP requests two separate services - WAN (Wide Area Network) and Internet access with different criteria detailed for each, Please confirm if two separate cost proposals are required for these two separate services. . Yes, because two separate services were requested, it requires the submittal of two separate cost proposals. 2. Are all Department of Education sites that are operational — whether modular or original facility directly connected utilizing Fiber? If not what type of alternate transport connections are in use/ have been accepted? No, not all are serviced via fiber since the hurricanes but those that does not have a fiber connection is serviced via radio communications. 3. Will vendors receive a final list of operational sites to be serviced? If so, will this list be provided before the RFP deadline? If not, are vendors required to price delivering service to all sites listed on Page 18 of the RFP which is labeled page 11 and titled “School and Administrative Site Connectivity”. There was no standard service level cost structure provided in the RFP, so all vendors need to quote the same number of sites for a fair comparison. The sites listed herein are the sites to be serviced as indicated in the RFP. However, some sites are not currently operable, but will be operable sometime during the term of the Contract. 4. The scoring Criteria for the current RFP 008-T-2019 has been modified from prior years RFP criteria in regard to reference category. In this year’s RFP the reference criteria require 3 references from programs of similar scope and magnitude in the past 2 years and also requires one of the 3 references to be from a school district currently receiving erate services. This criterial disqualifies all other local bidders from full points of this rating category except the incumbent provider seeing as the Virgin Islands only has two school districts both of which fall under one contract which is the sole contract of its Magnitude - the Department of Education erate program. Why has the reference criteria on the score sheet been expanded with these requirements? Historically it never has which provided an open and fair bidding process? Especially if the Department is currently utilizing viNGN service which is already established and suggesting other bidders continue to utilize vingn service. Examples of previous scoring criteria dating back to 2013 have been provided below, To ensure the Department of Education is ultimately selecting the best value for their dollar, the Department under the guidance of the Universal Service Administrative Company (“USAC”) is allowed to establish a criteria plan that will provide evaluators with a clear and concise method of identifying the competent offerors.
