Turnbull Regional Library - 4607 Tutu Park Mall St. Thomas, VI 00802 Re: Request for Determination of Federal Consistency Re-construction of DPW Maintenance Building, St. John FEMA Project: GM 81142 PW 1205 Dear Commissioner Oriol: The Virgin Islands Department of Public Works (DPW) respectfully requests Federal Consistency Determination for the FEMA-funded DPW St. John Maintenance Building Project. The existing maintenance building was heavily damaged during Hurricanes Irma and Maria in September 2017 and is being replaced with a new structure under a Federal Emergency Management Agency (FEMA) Public Assistance (PA) grant GM# 81142/ PW# 1205. The documents in support of the Decision of Coastal Consistency for the replacement maintenance building are transmitted herewith. DPW is proposing to construct a new one-story structure to replace the existing hurricane-damaged maintenance building which is intended to be demolished. …

Turnbull Regional Library - 4607 Tutu Park Mall St. Thomas, VI 00802 Re: Request for Determination of Federal Consistency Re-construction of DPW Maintenance Building, St. John FEMA Project: GM 81142 PW 1205 Dear Commissioner Oriol: The Virgin Islands Department of Public Works (DPW) respectfully requests Federal Consistency Determination for the FEMA-funded DPW St. John Maintenance Building Project. The existing maintenance building was heavily damaged during Hurricanes Irma and Maria in September 2017 and is being replaced with a new structure under a Federal Emergency Management Agency (FEMA) Public Assistance (PA) grant GM# 81142/ PW# 1205. The documents in support of the Decision of Coastal Consistency for the replacement maintenance building are transmitted herewith. DPW is proposing to construct a new one-story structure to replace the existing hurricane-damaged maintenance building which is intended to be demolished. The replacement maintenance building will house the maintenance functions for DPW which will allow the department to better serve the needs of our residents. The new structure will be especially important as it will serve as a base of operations for DPW on St. John during natural disasters. The project site is located at Parcel 6A Estate Susannaberg, St. John. This project aims to permanently restore DPW’s maintenance services for the island of St. John. The new building will be constructed on the site of the demolished building in approximately the same building footprint. We anticipate beginning construction of the project as soon as all regulatory approvals have been granted and the bidding phase completed to select a general contractor. Attached please find reports that describe the project in detail and demonstrate the project’s compliance with the U.S. Virgin Islands Coastal Zone Management Program, as well as drawings of the proposed project.
