(hereinafter “VPS or Vantage”) as its new technical consultants to handle certain telecommunication matters for the Commission; and WHEREAS, the Commission received the Report and Recommendations from its technical consultant, Vantage; and WHEREAS, on November 7, 2024, the Commission met in regular session at its office located at the St. Thomas office Conference Room located at No. …

OF AMERICA D/B/A Order No. 10/2025 STANDUP WIRELESS LIFELINE-ONLY ELIGIBLE TELECOMMUNICATIONS CARRIER IN THE USVI Nee ee eee Ne ORDER WHEREAS, on July 1, 2024, the Virgin Islands Public Services Commission (hereinafter “Commission” or “PSC”) received an Application from Global Connection Inc. of America d/b/a STANDUP WIRELESS (hereinafter “Standup Wireless”) requesting designation as a Lifeline-only Eligible Telecommunications Carrier (hereinafter “ETC”) in the United States Virgin Islands (hereinafter “USVI”); and WHEREAS, the Commission engaged Vantage Point Solutions, Inc. (hereinafter “VPS or Vantage”) as its new technical consultants to handle certain telecommunication matters for the Commission; and WHEREAS, the Commission received the Report and Recommendations from its technical consultant, Vantage; and WHEREAS, on November 7, 2024, the Commission met in regular session at its office located at the St. Thomas office Conference Room located at No. 1003 Estate Ross, Suite 4 on St. Thomas, United States Virgin Islands; and WHEREAS, after review and deliberation, the Commission voted to GRANT Standup Wireless ETC designation subject to the recommendations included in the consultant’s report; NOW THEREFORE, the Commission finds and ORDERS that, Standup Wireless’ Application for Designation as an Eligible Telecommunications Carrier in the United States Virgin Islands is GRANTED on the following findings, terms, and conditions: 1. Standup Wireless must comply with any Federal Communications Commission or PSC requirements concerning E911 service when implemented in the USVI. 2. Standup Wireless must file a copy of any updates to its federal compliance plan as may be required by the Federal Communications Commission.
