MOTION FOR PRELIMINARY INUNCTION Pursuant to Federal Rule of Civil Procedure 65(c), Plaintiff moves the Court to enter a preliminary injunction against Defendants. As grounds for this Motion, Plaintiff states: INTRODUCTION It has recently come to the United States’ attention that Police Commissioner Mario Brooks has been acting as the Firearms Czar of the Virgin Islands. Commissioner Brooks has imposed arbitrary firearms regulations on the citizens of the United States Virgin Islands (“USVI”) based on no standard but his own unfettered personal discretion.
