C) Environmental Considerations – A General Permit No. STX-156-06 was obtained from the Government of the Virgin Islands of the United States, Department of Planning and Natural Resources, Division of Environmental Services on February 13, 2006, and had to be renewed yearly. This gave authorization to discharge under the National Pollutant Discharge Elimination System Storm Water Discharges Associated with Construction Activity for Infrastructure Construction Projects. Item 62101: Monument after the contract bid it was determined by EFLHD Highway Design that additional monuments were required. This resulted in an overrun of 17.44 percent of the original contract quantity. Item 62404F: Placing Conserved Topsoil, 2-inch Depth it was determined by EFLHD that the roadway areas that required topsoil would be deleted due to the next contract timing. This resulted in an underrun of 72.69 percent of the original contract quantity. Item 62501B: Seeding, Hydraulic Method was reduced due to reducing the topsoil quantity and this resulted in an underrun of 80.33 percent of the original contract quantity. Item 62504B: Mulching, Hydraulic Method was reduced due to reducing the topsoil quantity and this resulted in an underrun of 81.97 percent of the original contract quantity. Item 62508: Water was underestimated and this resulted in an overrun of 25.0 percent of the original contract quantity. Item 62801B: ROW Sprigging (vetiver planting) changes in slopes reduced the overall areas for the sprigging. This resulted in an underrun of 39.63 percent of the original contract quantity. 29 Item 62901B: Erosion Control Mat Type 2 this material was reduced due to poor performance in a tropical climate. This resulted in an underrun of 86.5 percent of the original contract quantity. Item 62901D: Erosion Control Mat Type 4 was overestimated and this resulted in an underrun of 51.85 percent of the original contract quantity. Item 63301: Sign Installation the VI DPW required two project signs and this resulted in an overrun of 100.0 percent of the original contract quantity. Item 63401HA: Pavement Marking, Type H, Solid was deleted and this resulted in an underrun of 100.0 percent of the original contract quantity. Item 63402H: Pavement Markings, Type H was deleted and this resulted in an underrun of 100.0 percent of the original contract quantity. 2. Problems Original survey data had errors due to the use of aerial topography to get existing ground elevations. Being in the tropics, this area was heavily over grown with vegetation which caused errors and made the quantities of earth materials unbalanced. D) Recommendations – It is recommended to get actual ground shots in the field rather than aerial topography in order to eliminate future errors and costs associated with the errors. E) Claims – On April 2, 2009, a preliminary inspection was conducted from Station 54+50 – 75+50. During the inspection, it was discovered that the placement of the 72-inch RCP Class III, located at 73+50±, had several damaged sections. It was decided that the 72-inch RCP Class III would be removed and replaced with 72-inch Class IV. The contractor, Virgin Islands Paving Inc., submitted a certified claim dated August 6, 2009, for their cost associated with the removal and replacement of the failed 72-inch RCP Class III. The claim was in the amount of $454,339.55. The contractor submitted a revised certified claim dated August 26, 2009, in the amount of $461,104.70. Adjustments were made through negotiations to have the liquidated damages waved by EFL and the contractor accepted full settlement of the claim in the amount of $300,000.00. 30 IV) CONSTRUCTION ENGINEERING A) Project Personnel – J.
