Executive Order No. 19 - WHERRAS, by victue of the Treaty of Cession entered into on August 4, 1916, between the United States of America and Denmark, the sovereign rights there- tofore cxercised bv Denmark over the Danish West Indies passed to the Uni- ted States in aceordance with the terms thereof : and WHEREAS, by virtue of Section 1 of the Aect of Congress approved Mareh 3, 1917, entitled ‘*An Aet to Provide for a Temporary Government of the Virgin [slands of the United States’’ ali mili- tary, civil and judicial powers nece:sary to govern the said Islands are vested in the overnor thereof; and WHEREAS, by Executive Order, No. 12, dated Aprit 22, 1920, made under the au- thority of the aforesaid Acet of Congress, approved by the President of the United States on June 18, 1920, and promulga- ted at St. Thomas, Virgin Islands of the United Scates on June 22, 1920, the tem- porary law of the Danish Rigsdag con- firmed October 2, 1914, was abrogated effective on and after August 23, 1920, and it was decreed that Section 1 and Section 3of the Danish Law confirmed Mareh 29 1904 shall, upon such abroga- tion becoming effective, stand in full foree and effect ; and WHEREAS, the National Bank of the Danish West Indies has made representa- tions to the Government of the United States that on account of the difficulties and delays incident to‘ communication, it will find great difficulty en complying with the aforesaid KExecutive Order on its elective date, and has requested that the effective date of the said Executive Order be extended for a period of sixty days; and _ WHEREAS. the Nationali Bank of the Danish West Indies has made further representations concerning the scarcity of gold coin of Danish West Indian mint- age with waich to redeem its notes: NOW, THEREFORE, {, J. W. Oman, Gov- ernor of th2 Virgin Islands of the United States, acting under the authority of the aforesaid Act of Congress, do hereby ex- tend the date upon which the aforesaid Executive Order No. 12 shall become ef- fective and fix October 25, 1920, as the definitive date on and after which the said Order shall be effective. And [ further decree that the afore- ‘said Executive:Order No. 12 be and it is hereby so far modified that the National Bank of the Danish West Indies, in ful- filling its obligation to redeem its notes on and after October 25, 1920, may re- deem such notes as are presented at its principal office in St. I'homas either 1n ogold coin of the Danish Wast Indies or, at the fixed rate of 96.5 cents United States for 5 franes, Danish, in United States coin or curréncy, including United States gold coins, silver, nickel ani ST, Tk tX. AN I'b bronzé coins, gold and silver certificates, noteés issued by the United States and notes issued through or by the Federal reserve barks and by the Nationa! Banks ‘o’ the United States; provided, however, that United States gold coins may be used in redeeming the aforesaid notes on'y if such eoins be within the legal limit of tolerancein regard to fineness and weight as provided in Sections 3535, 3636 and 3537 of the Revised Statutes of the United States, and that Uni- ted States subsidiary silver, nickel and bronze coins may he used only up to the respective .mounts for which such coins are legal tender under she laws of the United States. : Except so far as herein modified, the aforesaid Executive Order No. 12 shall remain in full force and eff ct.
