December 2, 2022 Honorable Jean-Pierre Oriol Commissioner Department of Planning and Natural Resources 45 Estate Mars Hill, Frederiksted, VI 00840 RE: ST. CROIX PUBLIC WORKS CONCORDIA WEST ESTATE CONCORDIA, FREDERIKSTED, USVI 00840 The Department of Public Works (DPW) respectfully request a Federal Consistency Determination for the FEMA funded renovations to the St. Croix Public Works Concordia West Complex located at Estate Concordia, Frederiksted. DPW intends to demolish the main existing office building and adjoining equipment storage bays at the east of the site and replace with a new state-of-the-art office structure located near the entrance (westside) to the site and a separate heavy equipment storage structure shed located toward the rear (east) of the site. An existing storage building located at the northeast corner of the property will be restored and renovated to current IBC 2021 building code standards. CROIX PUBLIC WORKS CONCORDIA WEST ESTATE CONCORDIA, FREDERIKSTED, USVI 00840 The Department of Public Works (DPW) respectfully request a Federal Consistency Determination for the FEMA funded renovations to the St. Croix Public Works Concordia West Complex located at Estate Concordia, Frederiksted. DPW intends to demolish the main existing office building and adjoining equipment storage bays at the east of the site and replace with a new state-of-the-art office structure located near the entrance (westside) to the site and a separate heavy equipment storage structure shed located toward the rear (east) of the site. An existing storage building located at the northeast corner of the property will be restored and renovated to current IBC 2021 building code standards. The property will be fully enclosed with an aesthetic architectural security fence. Three small existing utility structures will be demolished as they do not meet the programmatic needs of the current and future use of the facility. DPW has a tentative date to commence demolition activities in March 2023 with construction slated to start in August 2023. Request for all necessary jurisdictional permits will be submitted in advance and all approvals will be in hand prior to start. The proposed activity is consistent with the requirements of the Virgin Islands Coastal Zone Management (CZM) Program to the maximum extent practicable. Attached to this cover letter is a detailed description of the project including engineered plans, maps and reports that illustrate the project’s compliance with CZM mandates.
