As a representative of Caristiansted Town angl suburbs [ have great interest in see- ing thi' ordinance passed. You all know that we have budgetted $6,000 for a public cistern for this town. This o- dinance i3y to give realization to the gcheme. In looking for a site with the Public Works Otheer upen whieb to build the cistern we found a plot about {our acres at the foot ofa water course at Recovery Hill which drains about 108 acres, and we have decided to use the drainage from this wa e- course. This land is Jocaied at-the head of Kirg’; Cross Street. The Municipal Committee fe.ls that if such a cistern is to be built t;overninent should acquire title to the land instead of having a lease or rental, 4. many of us have seen what has taken place with Parade Ground. With that in view we have decided to give in ex ¢hange a portion of a plot of land own d by the Municipality and located in Old Hospital Ground or Divi Divisor a por- tion of Recovery Hill, The arrangement made i 3 to gire one and cne half acre for ‘vach of the four acres. We think this is {airly satisfactory. After an examina tion was made and negotiations had started we thought it might be possible to acquire the entire water course, bu: not wanting so delay the prograssof th.: £1. If cattle or stock are penned close to the. water shed it will pollute the water. 'With that in view I. urge that negotiation® be begun for the purchasing of the balance: ofithe land. Since coming here I understand that the owners of Recovery Hillare willing to gell for abaut $2500. an acre.- - There is another consideration, the house at Re- covery Hill is said jo be worth abdut $2.000, the details of that lam pot opre- pared to discuss, = A committee -could be appointed to investigate that. [ do not think there is very much more to be said. All the information gives us is vaiuable and interesting, but it seewns that Christiansted is not ouly to be furnished with-a cistern but conteiplat- ed buyinz 108 acres of land soo as to havas a water shed. If you have $6,050 tw build a cistern and have the land to build it on the other end of the island should be considered beiore more land ‘is- pur- chased to increase the quantity of water that is to be impounded = 1 feci that whatever money is -left over from the amount appropriated should go toward building a cistern in Frederiksted before additional land is purchased. * ( 6 " The. If any member is desirous of having any techrical ex- planation on this matter or would like to see the plan for the eistern the Public Works Officer is prepared to lay the plan on the table for the nerusal of members and to give any explanation in conneciion with it. : 2nd Member for Christiansted Country Distriet {Berg) remarked: Mr. Vice- Chairman. [ bave always been against going into technical.matters that legisla- tors are not acquainted with astt leads to unnecessary complications. 1 would, however, like to have elucidations on this matter so as to avoid any misunder- standing. I have seen in St. ‘Thomas a little deviez from immpounding water, it is eclosed in in such away that the water is al ways kept elean. It was buiit for the purpose of supplying water to ships calling at that port. 1t is a good idea to nave a cistern for-this -town. Many persons were enquiring why work apon it has aot yet been staried, particu- - larly as the money has beén appropri- ated months age.
