Ottley posthumously and to make an appropriation therefor s) PROPOSED BY: Senator George E. Goodwin WHEREAS there is little that can be added to the voluminous public record of ve ~ 4 7 - accolades and honors accorded Senator Earle B. Ottley; and WHEREAS Earle B. Ottley, a native son of the Virgin Islands, served his people ) for five decades as a journalist, labor organizer, and a social, economic and political leader with great dedication, zeal and diligence; and WHEREAS he served in the legislative branch of the Government of the Virgin Islands longer than any other Virgin Islander; first as a member of the Municipal Council CONNAUAWN = NNN N YN fh aN = 90 ny So oO oO er Gl OaoanN OoOunhianzZ ODanNnaeadarAnhAN - of St. Thomas and St. John from 1946 to 1954 and, as a member of the Legislature of the Virgin Islands from 1954 to 1981 ; and WHEREAS the name of Earle B. Ottley is identified with numerous pieces of the “ legislation and popular movements that modernized governmental institutions and programs and improved the quality of life for all of the people of the Virgin Islands; and WHEREAS Earle B. Ottley was in the vanguard of those who struggled successfully for increased self-government and recognition for the Virgin Islands; and WHEREAS his great contributions, outstanding statesmanship, dedicated public service live on as inspiration for those who would follow in his path; and WHEREAS it is the sense of this Legislature that the people of the Virgin Islands owe the late Senator Earle B. Ottley a deep debt of gratitude; and WHEREAS the Legislature in Act 4412 named the Legislative Chambers in the Capitol Building in Charlotte Amalie, St. Thomas Virgin Islands in honor of Earle B. Ottley; and WHEREAS a statue was to be erected in the Floria V. Callwood Garden of the” Capitol Building; and WHEREAS Earle B. Ottley passed away on August 26, 1999; and ° WHEREAS Senator Ottley requested that his ashes be preserved in a proper place; and WHEREAS the family of the late Senator Ottley desires to honor his request; and aeoe oe oo ow oad 2 OOWON OOAAWNHARA CO TOAN OA AWA HN mM NM NN N hoN + 0 nm Sod oO Oo the purpose ‘set forth in Section 1 of this Act. WHEREAS his family is confident that the Earle B. Ottley Legislative Hall or the garden outside of the Hall would be the proper final resting place for his cremains; and WHEREAS the Legislature, on behalf of the people of the Virgin Islands, desires to honor the memory of the late Senator Earl B. Ottley; Now, Therefore, BEIT ENACTED by the Legislature of the Virgin Islands: | SECTION 1. Within one year after the enactment of this Act, the President of the Legislature shall cause to be erected a permanent enclosure within the Earle B. Ottley Legislative Hall or outside in the garden where the urn containing the cremains of the late Earle B. Ottley will be kept and protected in perpetuity. SECTION 2. Notwithstanding the provisions of title 21 chapter 1,Virgin Islands Code the sum Five Thousand Dollars or so much thereof as may be necessary is hereby appropriated from the Homestead and Home Loan Fund, established in title 21 section 8 of this Code, to the Legislature in the fiscal year ending September 30, 2000, to effectuate ¥ od _« BILL SUMMARY Section 1 of the Bill directs the President of the Legislature to have inurned the cremains of the late Senator Earle B.
