WHERKEAS, in all crises the peonle look (0 their representatives to take such action as will ameliorate. the existing hardships resultant from such crises: and, . WHEREAS, the people of the Virgin Isiands are now confronted with the very grave and serious economic situation, hbroucht about by the rate of exchange on New York being suadenly and unprece- dentedly raised on the 15th Qetober, 1919, from 5 per cent to 284 per cent, thus in- creasing the cost of the necessaries of life, which was already high}and there- by making the burden of life heavier for ali, more so the poorer classes; and, WHEREAS, our rate of exchange is contiol'ed bty the monevy market ot Co- penhagen, and is devendent on that mar- ket tor its fluctuations, which anomaly is duz to the fact that the curreuncy cir- culai ng in these Virgin Islands is not that o. the United States—but the Dun- ish West Indian Currency —and as these fluctuations will constantly occur as long as there is in circulation, as legal tender, a currency that is foreign to that of the United States; with the consfant fear there there can be abnormal ruiss-sin the rates of exenange with the accompanying hard: hips to the poor and workingz class- es. and disturbances to our commerce in general: and, WIEREAS, these islands being nnow under the jurisdiction of the United States, and as all Viegin Island-rs*desire thar all things in these islands shouid conform to Amariean principles; and, WHEREAS, as cecitizens of this great coun'ry theyv nave the right in all mat- ters, especiaily of tinanee and commeree, 0 enjoy all the advantages arisinz from ihe changed sovereignty, and not be lert, as in this particular circumsiance, in the posizion of a foreign enuntry; and, WHERIEAS, it is vital to our economic life that a chanze -be effecied from the . * r 1 s preseat Danish West Indian Curvreney to the legal t:zader of the Uniced States - the United Sta-es dollar; and, WHEREAS, this Colonial . oancil be- lieves that the time has come and tha: the circumstances warrant that represen- tation be made to the proper ‘auinorities at Washingoon, D.
