O3ITUARY. The death is announced of Mr. WAL- DEMAR A. KRriGGger yesterday afterncon at his home in this town. The deceased was a respected member of this commu- nity and for years engaged in the busi- ness of cabinet maker. The funeral will take place from his residence on Company Street to the Lutaeran Church at 4.30 p. m. today. OF THE FOR S7l. CROUIA AT one o’clock p. m. Wednesday, June 23. 1923, the Cnlonial Council of St. Croix held an extraordinary meeting in the Council Hall in Christiansted, con- vened by request of Government, Present: The Vice-Chairman (Robt. W. Skeoen), D. S. Armstrong, D. Noll, M. M. Skeo:h, D. Hamilton Jackson, A. J. Blackwoold, A. R. Melntosh, F. Coul- ter, Halvor Berg, F. Andersen, Holger Jessen, D C. Canegata, Thos. Ramsay, Jos. Alexander and W. S. Abramson. Absent: The Chairman (Robt. L. Mer- win.) Further the seat of the Ist Member for Frederiksted Country District was vacant. ¢ Government Secretary (Gaffney), Lieu- tenant Commander William 8. Zine and Daspatching Secretary (Barret ) were al- -80 present. The folloxing prayers were offered bv the Chaplain, Rev. Father Francis W. Ist Member for -ederiksted Country District (Andersen, requested to have the whole of the minutes of the last meeting read. 2nd Appointed Member (Noll) moved that the adoption of the rlinutes of the last meeting rema‘’n in abd2yance until the next meeting of the Courcil. Ist Member for Frederiksted Town (Jackson) seconded the member’s motion. The Vice-Chairman put the mo:ion to the vote. t 11 members voted for; none against. The Vice-Chairman: The motion i 3 carried. The Vice-Chiirman remarked: Ihave received no communications from Gov ernment since thy last meeting, peither have | received any excuses from absent membors, Item 1. *Chlonial Council Bill No. 2. 2nd Discussion on Colomal Council Bill No. 2, Fourth Council, First Ses- sion, dr&ft of annual budget for the Municipality of St. Croix for the fiscal year from July 1, 1923 to June 30, 1924, intioduced by Government. Vice-Chrirman. We wiil take up the revenue side of the budget first: R=venues: 1. Direct Taxes: The Viee-Chacrman after reading the amendment made under this item, put same 1o the vote. It was unanimously adopted. I[. Indirect Taxes: 20d Appointed Member (Noll) would like to know how the amount isted for export tax nnder this itein was arrived at. Ist Member for Frederikste] Country Distriet (Anlersen) in answver to the last speaker said: It is 'well known to ali the memkbters of this Couneil that this amount will not be realized by exporta- tion from the present crop, but there is a likelihood that some sugar from next year’s crop will b 2 shipped before the end of the fiseal year. 2nd Member for Christiansied Town (Canegata) remarked: Mr. Vice-Chair- mnan. At best the revenues as budgetted are merely estimates. We know that the figure listed as exp-rt duty will not be reached, but if we have a revenue of eighty thousand dolars and an amount of sixty thousand dollars left over the sum of these will equa' the revenue side of the budget. Since the last mceting of this CouncilI have had a statement of actual revenues and expenditures, the month of May showing the eash*balai™@ to be eighty thousand instead of sixty thousand as was in April. You cannot tell what the revenues will be. It isonly an estimate. No further remarks. This itemn was adopted by a vote of Y members for; 2 against, 111. Sundry Revenues as amended was adopted by a vote of 12 for; noneg against. At this stage of the proceedings 20d Member for Frederiksted Country Dis- trict (Curry) entered the meeting. We will now proceed with the expen- diture side of the budget. 2nd Member for Cnristiansted Town (Canegata): Mr. Vice-Chairman.. [ sug- gest that each money bill be taken up under its general head instead of the sub-items; by doing so we will get through quicker. The Colonial Council as amended: 3rd Member for Christiansted Town (Alexander) remarked. Mr. Vice-Chair- man. 1 desire to express the wish that you direet the Clerk to the Council to furnish a copy of the proceedings of the Council to the other ncwspapers for pub- lication, compliance with which would only require additioral earbon paper, and if this were done it would facilitate the p~ople living 1n the country, as more of them read th2 ‘'Herald” and the “Tribune’’ newspapers than they do the **Avis”’”in which the Counc. | proceedings are published. 2nd Member for Cerristiansted Town (Canegata): The Honorable Member {or- gets that this Council pays for printing the Council PReceedings. If you look on the budget you will see an amount bud- getted for this work. In my opinion if the newspapers desire to print the (loun- cil proceedings it is taieir duty to send their reporters here and get it. 3rd Member for Christiansted Town (Alexand:r): 1 do not agree with the last speaker. What woald it cost if th: Clerk to the Council inserts a carbon paper to secure a duplicate copy of the proceedings? A, I said before many do not read the ‘"Avis’’. 2nd Appointed Member (Noll) remark- ed: Mr. Vice-Chairman. I thought we met here today to discuss the budget. [ object to discussion on any matter unless it is on the order of the day. 3rd Member for Christiansted Town (Alexander): 1 have the floor Mr. Vice- Chairman. 1 will have no other vppor- tunity to bring up this ma:ter. 2nd Apvointed Member (Noll): Intro- duce a resolution.
