AT one o’clock ». m., Mounday .July 11th, 1921, the Colonial Council of St. Croix held an extraordinary meeting in the Council Hall in Christiansted, con- vened by request of Govermient. The following members were present: The Viee-Chairman (Coulter), D. €. Canegata, Thos. Ramsay, R. W. Skeoch, K. Henderson, D. S. Armstrong, F. An- dersen, G. B. Fleming. M. M. Skeoch, J. Alexander, A. J. Blackwond, W. S. Abramson and D. Noll. - Absent were: The Chairman (Merwin), F. Lanney, A. E. Stakemann, G. Nordby. Furthermore the seat for the 2nd Member for Christiansted Country District was vacant. : Government Secretary (Timmons) and Despatching Secretary (Fox) attended the meeting. . After prayers had been said the Uhair- man remarked: Honorable Members, since the last meeting of the Ceuncil I have received ithe following communica- tions, From Government. , ; 1t July 1921. Sir:— : I am directed by the Governor to request that you convene an extraordin- ary meeting of the Colonial Council for the Municipality of St. Croix, on Men- day, 18th July 1921, at 1 o’clock p. m. To the Honorable members of the Colonial Council, and the house of Repre- sentatives of St Croix, Virgin Island of the United States of America in assem- bly convened. : The resolutions of the subsecribers, citi- zens of the jurisdiction of Frederiksted, Town, subyrb, and country district, S. Croix, Virgin Island, respectfully show- eth that the erection of a school house on the part amd parcel allotted for such a school at Estate Annaly is absolutely necessary, and - that all assistanc> be given in its procuration thereof. Whereas: It is self evident that ed- ucation is necessary for proper social, physicial, intellectual, and industrial con- dition among the children and Whereas: The protection necessary for tre betterment of their scecial, phisi- cal, intellectual, and industrial condi- tions can only be achieved thru unifi- cation’of purpose in "évery department, as experience has demonstrated beyond doubt that the children can only pro- gress to any appreciable standard only by those jeconditions above mentioned al- so cooperated, efficient and conscientious directorship, And whereas the betterment of the social conditions of the said ‘‘children’’ is exclusively dependent upon Education, Protection, Intercourse and good schol- arship, ; Further strenous efforts have been made in the past from time to time to achieve such ends in order to have good school houses and its appurtences but without the desired effect, Be It Therefore Reésolved, that a shool house at the spot allotted for it at es- tate Annaly is absolutely -necessary and we firmly beheve that the -sentiment of every Council. Mem»er will harmoni- ously ~accord in the passing of the Bill of Fifteer Thousand Franes for the erece- tion of a suitable -school house in the vicinity above ~mentioned: whiech will bring about the materialization of, and the demonstration and the benefits de- rived thru the aequisitions and promul- gation and the regulations and princi- ples that have been laid down by the Departmen* of Edueation .to improve the above mentioned priociples, viz, Edua- cation, Protection, Social, and Industri- al betterment for the children residing around any ‘‘vicinity”’Be procured - And Be It Further Resblved, that at a mass meeting convened on Friday, July Tth, at the Hall_of Federal Labor Union, No. 17615 A. ¥. -of L No: 10 Queen Street, Frederiksted St. Croix, Virgin Islands of the United States, was held for the specific purpose and with the object of cbtaining by your Legis- lative aid coilectively direction ofa school house at Estate Annaly was unanimous ly agreed by those assembled and that a resolution be sent to the council for their support and the passing of the bill of Fres. 15,000 for the procuration of said school ; Signed SPECIAL COMMITTEE p. p. MORRIS E. DAVIS. The Chairman further remarked: We have ‘he minutes of two meetings to be read, one for June 20, and the other for July 2; they are very extensive. I will ask the Assistant to the Council to read the minutes. 2nd Appointed Member (Noll) pro- posed that the reading of the minutes be waived. 3rd Member for Frederiksted Country District (M. M. Skeoch) would like to know why the minutes -for the last two meetings have not been published. - The Chairman in reply said: The last part of the minutes for the Meeting for June 20 is printed in the ‘‘Avis” today. 'l'he minutes are very volumin- ous; it takes a long time to print them. Ist Member for Frederiksted Country Distgict (Andersen): Mr. Chairman. May. 1 ask—is it the rule of the Council to publish bills that are withdrawn? & The Chairman in reply said: It has been the custom. And may I ask, if they are not printed, how will the com- munity acquaint themselves with mat- ters?that are brought forward for legisla- tion? : - ; Ist Member for Christiansted Country District (Andersen): The Code of Laws was not pirinted. - The Chairman: No, the Code of Laws was not printed, but was placed at vari- ous points where the public had acegess to it. It was put to the vote and carried that the minutes of June 20, be read. Accordingly the Assistant to the Council read the minutes for June 20, and there bheing no objection to same, the ‘Chairman declared the minutes as read tacitly adopted. The Chairman remarked: With re- gard to copies of the Rules of Business and the Colonial Law, I have placed an order wit. a printer in St. Thomas, and as soon as they are printed, copies will be distributed to members. The Chairman further remarked: I have also received copies of the Code of Laws for distribution, and members who have not= gt receivedscopies can ap- ply to the Assigant to the Council during the recess. Copies are also available for members who have not been re elect- ed. ' , It was proposed by 3rd Member for Frederiksted Country District (M. M. Skeoch) that the rea ing of the -minutes for July 2, be waived. (To be continued.) LOCAL. : The motor vessel Atrato which brought the mail to Frederiksted on Saturday morning is 1563 tons gross, and has good cargo and passenger accomodations. This trip was made for demonstration tc the Antilles Trading Co,, which holds a con- tract for the mail service between San Juan and Frederiksted and it is expected that she will be bought by the company and placed in this service. The manager of.the Antilles I'rading Co., Mr. A. D. Boardman, made the trip on the Atra- to and appeared to be satisfied with her. This boat made the run from San Juan to§St Thomas in 11 hours. There is,
