Question 1.) | would like to have more clarification on the scope of work for the project as far as quantities and the exact nature of what has to be done. The RFP is 8 years outdated, is it possible to get more up to date information? Is this project a complete overhaul or modifications to the existing infrastructure? e Response(s): The RFP is current and relevant to the services being requested. The required quantities are located on Page 11, Scope of Work: Section B of the advertised RFP. The project is a modification to the existing infrastructure which includes new cabling installation and maintenance of existing drops. Question 2.) On page 13. Of the Scope of Services, in the Priority Impact Response Resolution section, in reference to “critical component down 15 minutes as required”, does this infer that a technician has to be on site at all times to achieve the 15 minute response time? e Response(s): No, a technician does not have to be on site at all times. However, once the VIDE notifies the service provider of the specific outage, the service provider has 15 minutes to respond to the VIDE of their plan of action to address the cabling outage. Question 3.) On page 6 of the RFP says that due to circumstances beyond VIDE’s contro!, VIDE may not receive an E-Rate funding commitment by the beginning of the E-Rate funding year, July 1. Vendor shall invoice USAC for the discount amount VIDE is owed retroactive to July 1. On page 8, Contract Cancellation says if the SLD denies the VIDE’s E-rate funding request, Government reserves the right to cancel and terminate for that reason any contract with vendor. Due to this, how is the vendor guaranteed to receive full payment for all the work performed? e Response(s): The awarded Contractor will not be authorized to proceed with any work until a funding decision is issued by the SLD. In the event a funding decision is denied, the VIDE reserves the right cancel and terminate the contract with the Contractor.. Question 4.) What are the costs that are classified as Ineligible Costs? Example please. e Response (s): There is no ineligible costs as it specifically relates to the requested cabling services. Question 5.) The Cost Proposal shall provide compensation required per service. Explain all assumptions, improvements, or enhancements. Will the Proponent be able to perform a site survey to prepare a final proposal for approval by VIDE based on those prices quoted in this proposal, before executing proposed works. e Response(s): A site visit can be arranged prior to the RFP closing date. Question 6.) Will the price for maintaining the 16,000 existing cable drops in St. Croix, St. Thomas and St. Johns be based on a fixed monthly price or on a fixed hourly cost per technician or per unit? e Response(s): The typical price for maintaining the existing cable drops are based ger unit. Question 7.) This RFP requires 3,000 new drops, how many drops or what percentage of the total drops are going to be fiber? How many are going to be cat 5? e Response(s): Specific requirements are included on Page 11 of the RFP Question 8.) The drops maintenance does not include the replacement of any active or passive equipment, correct? e Response(s): Yes, that is correct. Drop maintenance does not include the replacement of active or passive equipment. Question 9.) Section II -Scope of Services. This RFP is only for cabling and maintenance services, correct? The subsection “A” mentioned a program management which is not part of this project scope, correct? e Response(s): Program Management is required as this project is governed by USAC program rules and compliance guidelines. Question 10.) Is it the intention of VIDE to have this RFP awarded only to Internet Service Providers (ISP), who will in turn provide or subcontract cabling and maintenance services? e Response(s): VIDE is seeking any vendor that can provide cabling installation and maintenance services. It is not specific to Internet Service Providers. Question 11.) Can you coordinate a site visit to the schools? e Response(s): Yes, a site visit of a few schools can be coordinated.
