Virgin Islands Enterprise Zone Commission Decision Meeting of Thursday, December 18, 2025 Summary During the Enterprise Zone Commission (“EZC”) Governing Board Meeting on Thursday, December 18, 2025, the Governing Board heard recommendations from the staff regarding two (2) compliance matters, and voted as follows: Regular Session: ❖ Action Items: ➢ COMPLIANCE: 1. Magdelene Hurtault - Removal Magdalene Hurtault (“Hurtault”) was granted tax credit benefits for the rehabilitation of 11B General Gade, St. Thomas. Hurtault committed to an investment of $425,000.00 and to employing two (2) temporary residents. On September 25, 2025, a meeting was scheduled with Hurtault for Tuesday, October 7, 2025, to discuss whether she intends to move forward with the EZC program. Beneficiary did not attend the scheduled meeting and has not provided any follow-up communication since then. Hurtault has not utilized any of the Enterprise Zone tax benefits. The Governing Board voted (6 – 0) to: • Remove Magdalene Hurtault from the EZC tax eligibility list. 2. …

The Christiansted Sundial, LLC - Withdrawal The Christiansted Sundial, LLC (“Sundial”) was granted tax credit benefits for the revitalization of a building located at 52B Company Street. Sundial committed to an investment of $210,550 and to employing four (4) full-time and three (3) part-time residents. On August 26, 2025, Sundial sent an email requesting withdrawal from the program due to timing conflicts. Sundial has not utilized any of the Enterprise Zone tax benefits. The Governing Board voted (6 – 0) to: • Approve The Christiansted Sundial LLC’s request to be withdrawn from the EZC tax eligibility.
