A nationwide emergency organization has been formed to harness the Department's peacetime capability for the defense task. In cooperation with other federal agencies, Regional Liaison Representatives have been appointed to form part of an operating machinery in the event of severance from higher authority. The representatives will work in eight regions with the Defense Depart- ment's Office of Civil Defense and the Office of Emergency Planning. In case USDA national headquarters is unable to function, the RLRs provide policy direction to State offices. USDA State Defense Boards, manned by field staff members of USDA agencies, have been established in each State and one for Puerto Rico and the Virgin Islands. They will be able to direct USDA agricultural defense operations in an emergency. USDA County Defense Boards have been set up in nearly every county and metropolitan area for the same purpose. In nearly all cases the chairman is the County office manager for Agricultural Stabilization and Conservation Service. He would have full authority to direct operations in the national food effort, if that becomes necessary. Membership in the county group includes, where pos- sible, representatives of ASCS, Cooperative Extension Service, Farmers Home Administration, and Soil Conservation Service. In some areas. Agricultural Marketing Service, Agricultural Re- search Service, and Forest Service are represented. It is likely that an attack would disrupt communications between the Department's national headquarters and regional and local levels. On this assumption, each level of the Department's defense organ- ization will be equipped to carry out USDA activities in accordance with national policy without direction from above. Regional Organization USDA has established Regional Liaison Representatives to coordinate activities with the Office of Emergency Planning and the Office of Civil Defense, Department of Defense in the field. These RLR's are assisted by a staff of USDA field personnel from Agricultural Marketing Service, Agricultural Research Service, Agricultural Stabilization and Conservation Service, Cooperative Extension Service, Farmers Home Administration, Forest Service, and Soil Conservation Service. If commu- nications with higher authority are cut off, each USDA RLR is responsible for providing policy direction for all USDA programs in his region until communications are restored.
