Oman, Governor of the Virgin Islands of the United States, formerly known as the Danish West Indian llslands, under and by virtue of thesaforesaid | ws, consid- ering extraorvdinary circumstances as novy existing, - in view of the increase in prices of necessities of life, incidenc to the aforementioned advance in the rate of exchange, hereby determine and by this proclamation to announce that it is essential, in order to provide suflicient means whereby the employes of the Government of the said Virgin Islands of the Urited States may obtain sufficient necessities of life under the salaries now paid to such employes in the currency of the said Islands, and in order that the public good will be promoted thereby, to add to the salaries of said employes, do lwrebmuthm'izw and direct, effective immediately and until otherwise provid- ed, tha! there shall be added to the sala- ry of each empioye of this Governmengt such further amounts, in local currency, in addition so such salaries as will equal the differonce between the normal rate of exchange ($1.04) and the rate of ex- change existing when such salaries are due and pavable.
