COMMITTEE ON BUDGET, APPROPRIATONS AND FINANCE 09/15/2025-AMENDED AND REPORTED OUT TO THE FLOOR W/CLOSED RULE 09/11/2025-REPORTED OUT TO THE COMMITTEE ON RULES AND JUDICIARY BILL NO. 36-0167 Thirty-Sixth Legislature of the Virgin Islands September 10, 2025 An act providing an appropriation for the salaries and expenses of the University of the Virgin Islands for the fiscal year October 1, 2025 through September 30, 2026 PROPOSED BY: Senators Milton E. Potter and Novelle E. Francis, Jr. Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. The sum of $29,100,958 is hereby appropriated from the General Fund of 2 the Treasury of the Government of the Virgin Islands to the University of the Virgin Islands 3 Fund for expenditure by the University of the Virgin Islands during the fiscal year ending 4 September 30, 2026, for the purposes hereinafter named in this section in accordance with the 5 provisions of title 17 Virgin Islands Code, chapters 33 and 35. 6 (a) For salaries, including for regular and temporary employees; salary increases, 7 employer’s FICA and retirement contributions; overtime compensation of hourly rated 8 employees; books, magazines, teaching materials and audio-visual supplies; equipment and 9 supplies for offices, classrooms, laboratories, library, student and faculty lodging; recreational 10 and common rooms; dormitories; repairs, improvements and maintenance of the University 11 campus and its buildings and other appurtenances; contracted services, such as legal, 12 architectural, auditing and printing services; and payment of other legal expenses of the 13 2 University, including principal and interest bonds and notes in accordance with title 17 Virgin 1 Islands Code, chapters 33 and 35. 2 (b) For incidental expenses including travel expense and per diem of University faculty, 3 administrative and other employees, members of advisory councils, boards and overseers; 4 family travel and moving expenses from other points of the Virgin Islands for new staff 5 members; and for the expenses of such conference and workshops as may be approved by the 6 trustees. 7 (c) The sum of $450,000 is appropriated out of the General Fund of the Treasury of the 8 Virgin Islands to the University of the Virgin Islands to fund salary increases pursuant to Act 9 No. 8995 in fiscal year 2026. 10 SECTION 2. To supplement the sums appropriated by this act, the Board of Trustees 11 may levy such fees for tuition, housing, food services, and the use of university-owned buildings 12 as may be reasonable and proper, devoting such fee income solely to the purposes specified in 13 section 1, subsections (a) and (b) of this act. The Board of Trustees shall continue to make every 14 effort to secure gifts, grants and loans to the University of the Virgin Islands from private 15 individuals, foundations and federal government agencies and to utilize such gifts, grants and 16 loans for the purposes specified by the donor or lender. 17 SECTION 3. There is appropriated from the General Fund of the Treasury of the 18 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 19 $1,800,000 to the University of the Virgin Islands for the payment of debt service costs of the 20 University of the Virgin Islands. 21 SECTION 4. There is appropriated from the General Fund of the Treasury of the 22 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 23 $300,000 to the University of the Virgin Islands to provide matching grants for the Small 24 Business Development Center under title 17, Virgin Islands Code, chapter 33, section 474. 25 3 SECTION 5. There is appropriated from the General Fund of the Treasury of the 1 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 2 $100,000 to the University of the Virgin Islands for Senior Citizens’ Tuition, under title 17 3 Virgin Islands Code, chapter 33, section 475. 4 SECTION 6. There is appropriated from the General Fund of the Treasury of the 5 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 6 $100,000 to the Community Engagement and Lifelong Learning (CELL) Program for use for 7 Vocational Education Programs. 8 SECTION 7. There is appropriated from the General Fund of the Treasury of the 9 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 10 $355,901 to the University of the Virgin Islands for the University Bound Program, formerly 11 the Upward Bound Program. 12 SECTION 8. There is appropriated from the General Fund of the Treasury of the 13 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of $- 14 to the University of the Virgin Islands for the Virgin Islands Academic and Cultural Awards 15 Endowment. 16 SECTION 9. There is appropriated from the General Fund of the Treasury of the 17 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 18 $100,000 to the University of the Virgin Islands for the John Brewers Beach maintenance. 19 SECTION 10. There is appropriated from the General Fund of the Treasury of the 20 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 21 $400,000 to the University of the Virgin Islands for the Bachelor of Science in Nursing-St. Croix 22 Campus. 23 4 SECTION 11. There is appropriated from the General Fund of the Treasury of the 1 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of $- 2 to the University of the Virgin Islands for the Virgin Islands Caribbean Cultural Center. 3 SECTION 12. There is appropriated from the General Fund of the Treasury of the 4 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 5 $110,000 to the University of the Virgin Islands for Labor Force Survey. 6 SECTION 13. There is appropriated from the General Fund of the Treasury of the 7 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of $- 8 to the University of the Virgin Islands for the Congressional Scholarship Program. 9 SECTION 14. There is appropriated from the General Fund of the Treasury of the 10 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 11 $250,000 to the University of the Virgin Islands for EPSCOR. 12 SECTION 15. There is appropriated from the General Fund of the Treasury of the 13 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of $- 14 for the Inclusive Early Childhood Education (IECE) Program in the School of Education. IECE 15 student majors and early care and education professionals will be engaged in a variety of 16 professional development opportunities to enhance and supplement courses offered. 17 SECTION 16. There is appropriated from the General Fund of the Treasury of the 18 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 19 $85,000 for the Office of Self Determination & Constitutional Development. 20 SECTION 17. There is appropriated from the General Fund of the Treasury of the 21 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 22 $175,000 for the UVI Simulation Center Maintenance and Supplies. 23 5 SECTION 18. There is appropriated from the General Fund of the Treasury of the 1 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of $- 2 for the UVI Cell Appraisers Program. 3 SECTION 19. There is appropriated from the General Fund of the Treasury of the 4 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 5 $286,103 for UVI CELL to provide training to the instructors of the Emergency Medical 6 Services Education Program and for UVI Medical School Simulation Center to provide hands 7 on training and continuing education credits towards a General Education degree in a related 8 field. 9 SECTION 20. There is appropriated from the General Fund of the Treasury of the 10 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 11 $500,000 for the UVI Medical Reserve Fund. 12 SECTION 21. There is appropriated from the General Fund of the Treasury of the 13 Government of the Virgin Islands in the fiscal year ending September 30, 2026, the sum of 14 $100,000 for the Valedictorian and Salutatorian Scholarships under title 17 Virgin Islands Code, 15 chapter 33, section 476. 16 SECTION 22. There is appropriated from the General Fund of the Treasury of the 17 Government of the Virgin Islands for the fiscal year ending September 30, 2026, the sum of 18 $450,000 to the University of the Virgin Islands for the Hospitality and Tourism Program. 19 SECTION 23. There is appropriated from the General Fund of the Treasury of the 20 Government of the Virgin Islands for the fiscal year ending September 30, 2026, the sum of 21 $115,000 to the University of the Virgin Islands for the Summer Bridge Program. 22 SECTION 24.
