Segarra site (San Jose Project) on Water Island, U.S. Virgin Islands for the period of 1948 through 1950. Based on a meeting of November 16, 2000, the focus of the analysis was to cover the Flamingo Bay Landfill area, Test Area 4 and Test Area 5. However, additional data are presented which covers the entire island. The TEC analysis objective was to identify potential areas of concern (such as ground scars). Such features mav be related to the testing of chemical weapons material, but due to the absence of aerial coverage during the time frame of the San Jose Project, such features could be related to other non-military activities. Features identified from aerial photography were identified as ground scars, cleared areas or noted by more definitive terms if known, such as gun emplacements. Supplemental data, such as documents and ground photos have been incorporated into this analysis. This report presents the results of that collection and analysis. The study was compiled by the U.S. Army Topographic Engineering Center's Operations Division, Hydrologic and Environmental Analysis Branch (CEERD-TO-H) located in Alexandria, Virginia. The analysis in this report is primarily based upon interpretation of black and white and color aerial photography over the project area spanning 1945 to 1999. Stereo viewing was employed where overlapping photographs permitted its use. A list of aerial photography collected by TEC appears in Table 1. Table 2 is a list of the digital orthophotos that were produced. The orthophotos were incorporated into the geographic information system (GIS) product created by TEC in December 2000. Data were collected from the Huntsville Engineering and Support Center, Corps of Engineers, Jacksonville District, Corps of Engineers, the National Archives and Records Administration (NARA), College Park, Maryland, the Northeast Regional Archives, NARA, New York, New York, the Department of Planning and Natural Resources, US Virgin Islands, the National Oceanographic and Atmospheric Administration (NOAA) Research Center, Boulder, Colorado, the Southeast Archeological Center, National Park Service, Tallahassee, Florida, the US Department of Agriculture, Salt Lake City, Utah, the NOAA National Geodetic Information Center, Silver Spring, Maryland, the EROS Data Center, Sioux Falls, South Dakota, and Aerial Viewpoint, Spring, Texas. In other words# the intent of the Department of the Arsy at the time disposal of San Jose Projeot was authorixsd, waa to ponoanantly tranafer Fort Sagarra to the Government of Virgin Islands through the Department of Interior* Only the expiration of Publio Law 350 precluded thia action. The right granted to the Government of Virgin Islnnda under the permit is as croad as eould bet the permit authorixas the "usa" of the property with no limitation as to the typa of use. However, the permit prDTidss that said use shall bo "under ths general supervision and subject to 'tile approval of the Officer having immediate jurisdiction over the premises and also to juoh rules and regulations as he may from time to time prescribe"» The permit also provides that "no additions to or alterations of the premises be made without the prior consent of said Officer*. $«, The permit i t revocable at w i l l by the Secretary of the Army end contain*,-. In rig* of the foregoing, i t appears that tha ultimate determination as to whether ths request of Governor De Castro may be granted rests with the Ccranand- ing Sectoral, U.S. Army Forces, Antilles under whose jurisdiction the properly is a t present. In the event of * favorable consideration of thia request by the Comas ndiag General an amendment of the permit would not be required* A formal letter of authorisa- tion to develop Fort Ssgarra to the Intended cottage-type hotel under the rules and regulations as the Conaanding General nay deem appropriate would be sufficient, —*„..
