Governcr Oman has received a cor- dial invitation from the San .luan Chap- ter of the American Red Cross to at- tend a great fair exposition to be held in San Juan, Porto Rico, under the aus- pices of that Chapter, from May lst. to May Bth., and he has also been re- quested to extend an invitation to the people of the Virgin Islands to attend the exposition. : Government Secretary Timmons, who is continuing to rapidly improve in health, leit the Naval Hospital yester- day and returned to his quarters. My attention has just been called to the word ‘‘canon’’ as applied tc the rubrics of the church having been mis- spelled with three instead of two n’s throughout my second communication which appeared in the Ayis of Monday 12th. inst., and it is desired to have this serve as a correction of that error which was most probably overlooked by vou when reading your orooi-sheet. It will be noted that the word is spelled cor- rectly in my letter to you of the. Bth. It has also been remarked thart there is no such article as XXV. and someone has on that ground attemored to ridi- cule my discussion of the subject. Please let those people who are of such opin- ion be informed that Article XXV. of the Protestant Episcopal Church, does state that ‘‘matrimony is not to be counted for a sacrament of the gospel’’; and except it has been changed over- night. I defy anyone to refuie that faet. Please also let those people who plunge into defending things they know nothing about, and concerning which they never care to investigate for the¢m- selves, so prone they are to depend up- on others, even into thinking for them, that the first ruhrie in the Form of So- lemnization ofMatrimony directs, on the ground of differences of laws, in the various States, that '‘Lthe minister is loft to the direction of those laws in everything that regards the contract between the parties.”” Laws deter- mining what persons shall be capable of contracting would seem to be in- cluded in ‘‘everything that ‘regards the civil contract’’, and unquestionably marriage may be performed by the law of all States as a civil eontract, hence it must be deduced that the church pre- scribes for recognition and respect bv it of marriages performed by the law; except in this island where we are now told that marriage is a sacra ment of the church while the law enacts it as a civil contract. There is no use making ducks and drakes of the question; :ecording to A. T. and such, the stand of the church is that marriage is a acrament; if jt is a sacrament it cannot also be a civil contract; it cannot be both; -we know ‘the law regards and administers mar- riage as a contract; in fact has no authority to administer sacraments, nothing enactad by the law being con- sidered sacred in the sense iunder con- sideration:—therefove, if we have a lit- tle bit of giley matter left in our ecrani- ums we are obliged to conclude by A. T.’s arguments that there is no mar- raige except that performed by the church since mar:iage is a sacrameat and onl!y the churech ean administer sac- raments. My position is that marriage
