Repeal of Confl icti ng Legislati on .—All laws or parts of laws and regulations promulgated thereunder in conflict with the provisions of this Act shall be, and the same are hereby, repealed.” Sec . 5. Nothing contained in this Act shall be construed to affect the force or validity of any act of the Board of Examiners and Registrars of Architects performed prior to the date of enactment of this Act. Sec . 6. The Act of December 13, 1924, as amended by the Act of May 29, 1928, and by this Act, may be cited as the “Architects’ Registration Act”. Sec . 7. The term “effective date of this subsection” as used in section 19 of the Architects’ Registration Act shall mean the effective date of this amendatory Act. Sec . 8. This Act shall take effect ninety days after its enactment. Approved September 7, 1950. September 7, 1950 [H. R. 6343] [Public Law 766] Virgin Islands. Duties on U. S. im- ports. [CHAPTER 909] AN ACT Relating to customs duties on articles coming into the United States from the Virgin Islands. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 3 of the Act entitled “An Act to provide a temporary government for the West Indian Islands acquired by the United States from Denmark by the convention entered into between said countries on the fourth day of August, nineteen hundred and sixteen, and ratified by the Sen- ate of the United States on the seventh day of September, nineteen hundred and sixteen, and for other purposes”, approved March 3, 1917 (39 Stat. 1133; 48 U. S. C., 1946 edition, sec. 1394), is amended by adding at the end thereof the following sentence: “In determining whether such a Virgin Islands article contains foreign material to the value of more than 20 per centum, no material shall be considered foreign which, at the time the Virgin Islands article is entered, or withdrawn from warehouse, for consumption, may be imported into the continental United States free of duty generally.” Approved September 7, 1950. September 7, 1950 [H. R. 7265] [Public Law 767] Periodic census of governments. 5 U. S. C. § 133t note. [CHAPTER 910] AN ACT To provide for the conduct of a periodic census of governments. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) the Secre- tary of Commerce, hereinafter referred to as the Secretary, shall take, compile, and publish for the year 1952 and for every fifth year there- after a census of governments, to include but not be limited to data on taxes and tax valuations, governmental receipts, expenditures, indebtedness, and employees of States, counties, cities, and other gov- ernmental units in the United States and in such of its Territories and possessions as may be determined by the Secretary. (b) Inquiries, and the number, form, and subdivisions thereof for the census of governments, shall be determined by the Secretary: Pro- vided, That nothing in this Act shall be deemed to revoke or impair the authority of any other Federal agency with respect to the collection or release of information.
