M. rrecisely, at the Christiansted Theatre, for the burpose of discussing and obtaining popular support of itein 13 of the Congressional Committee’s re- commendations to the President that two judges be appointed for the islands with a local court of appeal, a law affect- ing whieh questicn has passed second discussior in the Colonial Council pro- viding for one judge with ecourt of ap- peal at Philadelphia. It is sought to secure popular opinion on this matter with the view to turthering such deli- berations to the Government only through which an amendment may yet be intro- duced toward the desired end. The Chairman answered: It is so proposed by Ist Member for Frederik- sted Country District. The Chairman put to the vote the pro- posal made by Ist Member for Frederik- sted Country District {Andersen} with the result that 9 members voted for: none against. A bill was sent to the Chairman late which is not on the Order of the Day; and in order to facili- tate people who are to go away I move that the draft of ordinance in regard to libraries be taken up. I might state that there is a representative of thc Red Cross here who is willing to establish libraries in both towns. This oro- posed draft of ordinance calls for a2 commission, one member to he eleetod by the Government, one by the (olonial Council and the taird o be selected by the Local Chapter of the Red Cross. I move that this matter be placed on 'he Order of the Day in prefercnce to the Food Commission Bill.
