The Director of the Municipal Polize is hereby authorized to prepare rules and regula‘ions concerning the detzil and duties and to further the proper discipline and maintainence of the Municipal Police Force. and, to provide penalties for the violations cf rules and regulations. Appeal: for such penilties lie to the Governor, whose decision thereon shail be final. 13. Tne Director of tne Municipal Police Worce charged with the manage- mer t, direction and maintaineace of all prisons and jails in St. Croix. He shali be n charze of all property belonging to the prisons and jails, and he shall keep an ccount of all expenses, and render suel reports as may be requested by the Governor. Inspectors and Sergeants shall per- form such duties as may be assigned them by the Chief of Police or District Chief oi Police. 10. It is the duty of Inspector., Ser- zeants, Patrolmen to protect life and property, prevent crime and disorder and obey the orders of their superior officers: while on patrol duty to con- stantly patrol the streets and other places on their beats, acquaint them- selves with the people by sight., name places o residence and occupation, take possession of lost property found, de- livering it to their Commanding O Ticers: to treat courteou:zly all persons whno ask for information or assistance and render proper aid to persons requiring ity to give their names and numbers 0 any persons who ask for it; to use ali possi- ble dilizeuce in securing evidence re- lating to any crime and to conduect them- selves at all times in an orderly, respect- ful and moral manner. They shall render protection to people assembled at all public meetings of a lawful nature and maintain order thereat,. They shall thoroughly investigate be- fore making a report, and shal mnot become involved lin disputes or in- trigues. 11. The Director of Police, the Dis- trict Cniefs of Police, and the Inspectors shall be appointed by the Governor. All other members of the Foree shall he appointed by the Director of Police. The Direcror of Police shall have full power to suspend, with or withou: pay, discharge, or reduce in grade any ap- pointment made by him.
