ACT NO.6417 BILL NO. 24-0037 TWENTY-FOURTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2001 To amend title 17, chapter 5, Virgin Islands Code, to establish a character education program in the public schools of the Virgin Islands .--0--- WHEREAS, throughout most of the history of the people of the Virgin Islands, certain core ethical values were considered fundamental to the development of good and desirable character; and WHEREAS, these values were passed from generation to generation through various societal institutions inclusive of the home, school and church; and WHEREAS, many homes, schools and churches are no longer fulfilling their traditional roles as purveyors of ethical values; and WHEREAS, during most of our history, character education was considered just as important as intellectual knowledge; and WHEREAS, it is important that our students are provided with instructional opportunities, explicit and implicit, that help them develop their belief about what is night and good; and WHEREAS, the implementation of character education programs at cert …
