Boland and Me Grath are returning so Dublin with the Prime Minister’s explanation of certain points in the Govt’s. proposals, for consideratirn by the Dail Eveann. Geneva. Sept. 12th. —Mr. Elihu Root has definitely decided not to stand for elez. tion as a judge of the International Court of Justice. He said it was too great a responsibility for him to assume at the age of 76. Tokio, Sept. 11th.-- The Anglo-Japan- ese alliance is considered a dead letter by the co servative Japanese weekly Herald of Tsia. it had been opposing the renewal of the alliance for the last year, on the grounds that it would excite suspicion in the United States. . Madrid, Sept. 13*L.—The Moorish tribesmen fled precipitately from their positions ne. r Melilla, when the Spanish forces began their offensive yesterday, said an official statement issued today. The Moors were disconcerted by the Spanish manoeuvres and the terrific shell fire poured on them, and abandoned foodstuffs and everything belonging to them in their flight. Madras, Sept. 13th.—An official state- ment, Issued under date of Sunday, says that the operations agajnst the Moplahs in the Malabar district are progressing favorably. A British colimn which visited Ponani, to the south of Calicut made two hundred arrests, the statement adds. Geneva, Sept. 14th.—Viscount Finlay, Great Britain, Dr. Cenevea, Spain.
