Computed on the aircraft’s maximum certificated gross landing weight per 1,000 pounds or any fraction thereof, as follows: All users rate per 1,000 lbs. $3.83 B. Aircraft Parking Fees - Subject to space availability and the rules and regulations of the Airport and applicable to all aircraft in addition to the landing fee for the following categories: Terminal Ramp 1. Parking in excess of 30 minutes for aircraft weighing up to 12,500 lbs. maximum certificated gross landing weight in excess of one (1) hour for aircraft weighing over 12,500 lbs. maximum certificated gross landing weight per hour or fraction thereof. 1/3 landing fee amount per day (minimum of $25 per day) 2. Overnight monthly parking, FAA Part 121 carriers, on ramp per month: a. 34 seats or less $500.00 b. 35 - 65 seats $750.00 c.66 seats and up $4,500.00 C. Departing Passenger Fee 1. Departing Passenger Fee – charged on a per passenger basis whether domestic, pre-cleared or international, regardless of terminal location. Active flight crew are exempted from payment; non-revenue passengers are included for payment. $19.32 D. Passenger Lift Rental - charged to operators per passenger for use of the passenger lift. $175.00 . E. Airport Terminal Rental 1. Cyril E. King Airport, St. Thomas, VI - Airline Space Rental – per square foot as specified by contract, leased space or other agreement. a. Ticket Counter/Office; First Level; (Class A) Per square foot per year $96.00 b. Office/Other, Air-Conditioned Space; First Level; (Class B); Per square foot per year $43.00 c. Other Space/ Non-Air-Conditioned Space (Class C); First Level; Per Use Agreement per square foot per year $29.00 d. Second Level Space As negotiated 2. Henry E. Rohlsen Airport, St. Croix, VI - Airline Space Rental – per square foot as specified by contract, leased space, or other agreement. a. Ticket Counter Per square foot per year $45.00 Minimum monthly charge $500.00 b. Office Space/Air-Conditioned Per square foot per year $ 30.00 Minimum monthly charge $500.00 c. Baggage Space Air conditioned per square $ 15.00 Non-air conditioned per square foot per year $ 11.00 3. Terminal Goods/Other Services - Reimbursement shall be on an at-cost plus expenses basis for electricity, water, public address system, music, trash removal, custodial, common computer/electronic equipment, and any goods or services provided by the Virgin Islands Port Authority other than those covered by the user fee above. GENERAL AVIATION RATES AND CHARGE - EFFECTIVE NOVEMBER 1, 2016 A. Aircraft Landing Fees - Applicable to each aircraft except touch-and-go, search and rescue missions, or emergency return flights. Aircraft owned and operated by the Government of the United States are exempted from payment. Computed on the aircraft’s maximum certificated gross landing weight per 1,000 pounds or any fraction thereof, as follows: 1. All users (except those in two and three below), rate per 1,000 lbs. $6.22 2. Minimum charge for landing. $12.00 3. Non-commercial, locally based aircraft, under 12,500 pounds maximum certificated gross landing weight that pay a monthly overnight parking fee can alternatively pay an annual fee of $720.00 per year (based upon a rate of $60 per month) for landing rights at Port Authority airports. B. General Aviation Aircraft Parking Fees - Subject to space availability and the rules and regulations of the Airport and applicable to all aircraft in addition to the landing fee for the following categories: 1. Daily parking in excess of eight hours and for each successive calendar days or fraction over eight (8) hours thereof. 15% of landing fee amount (minimum rate $25.00/per day) 2. Overnight monthly parking – Based-User aircraft owners who park their aircraft on the Virgin Islands’(US) Airports for a minimum of Ten (10) days per month, within a quarter period, may apply for discount charge in lieu of the daily rate as follows: a. Aircraft weighing up to 12,500 lb., monthly amount per engine per space $125.00 b. Aircraft weighing over 12,500 lb., monthly amount per engine per space $175.00 C. Based-User Aircraft – Any airport user may apply for Based-User Discount if the aircraft is parked overnight on a Virgin Islands airport for a minimum of ten (10) days per month and the owner gives the Virgin Islands Port Authority adequate assurance and valid means of source of payment for airport user fees. D. Passenger Fees Airport Passenger Fees Common to Both Airports – charged on a per passenger basis for all passengers regardless of airport location $13.10 E. Other Charges 1. Cargo Warehouse space, per square foot per year Market Value 2. Improved or unimproved land, per square foot per year Market Value 3. Fuel Flow Fee - fuel sold on airports, per gallon $0.05 (Some tenants subject to VIPA lease agreement provisions.) 4. Special Services a. Foaming runway, replacing foaming agent At cost b. Assisting removal of disabled aircraft, reimbursement of outside cost As Applicable c. Other services (Security, electricity, trash removal, etc.) At cost 5. Interest fee of 1½ percent per month of any amount over 30 days Same 6. Bournefield Housing a. One Bedroom, per month $350.00 b. Two Bedrooms, per month $450.00 c. Three Bedrooms, per month $525.00 DEFINITIONS 1. Landing Fee: A charge for the use of the runways, taxiways and ramp areas computed to the nearest thousand pounds of the maximum certificated gross landing weight (M.C.G.L.W.). A touch and go, search and rescue mission and/or emergency return flight is not charged a landing fee. Search and rescue flights must be non-commercial and in response to a declared emergency, that has been approved by the Territorial Airport Manager’s office prior to departure. 2. Parking Fee: DESCRIBED BELOW (Does not exempt landing fee): 2a. Terminal Ramp Parking Fee: A charge for occupying the passenger ramp parking area. Commences after 30 minutes on aircraft weighing up to 12,500 lbs. M.C.G.L.W. and after one hour, on aircraft weighing more than 12,500 lbs. M.C.G.L.W. The charge made will be for each hour of time, or part thereof, after the permitted time expires. Scheduled aircraft with minor mechanical delays may have this charge excused by the Territorial Airport Manager. Major mechanical delays may necessitate relocation of aircraft should the Territorial Airport Manager so require. Locally based charter aircraft may be assigned a ready position by the Territorial Airport Manger on the ramp (space permitting), in which the ramp parking fee will not apply. 2b. Daily Parking Fee: A charge for occupying parking space designated as a continuous public parking area, away from the passenger terminal ramps. Not applicable to tenant’s aircraft(s) parked solely on property leased to tenant for aeronautical use. Locally based aircraft on which a monthly parking fee is paid are exempt from the daily parking fee. Charges commence after eight hours and are per 24-hour period, or part thereof, after eight hours. 2c. Monthly Parking Fee: A charge for occupying parking space designated as a continuous public parking area, away from passenger terminal ramps. 3. Counter Space: A charge for prime space in a terminal building for serving passengers and their baggage. All utilities are the responsibility of the tenant. A minimum charge may be established. 4. Office Space/ Air Conditioned: A charge for space in an enclosed room. Air conditioning is provided by the Authority. All utilities are for the account of the tenant. A minimum charge is established. 5. Office Space/Non-Air Conditioned: A charge for space in an enclosed area. Air conditioning is not provided by the Authority. All utilities are for the account of the tenant. 6. Baggage Space/ Air Conditioned: A charge computed on the square foot area leased for baggage room or makeup area, or whether the area is air conditioned or not. No minimum charge is established. 7. Cargo Warehouse Space: A space computed on the square foot area of space leased for storing, receiving or delivering air cargo. A minimum charge is established. 8. Unimproved Land Area: A charge computed on the square foot area of bare open space lease for use in conducting permitted business. Fair Market Value as determined by an appraisal shall mandate fee to be charged. ATTACHMENT 1 The following rates, fees, and charges were implemented effective April 1, 2022.
