1 BOARD OF TRUSTEES UNIVERSITY OF THE VIRGIN ISLANDS Resolution approving the contract for education-related services (CERS) between the Council of Community Colleges of Jamaica (CCCJ) and the University of the Virgin Islands (UVI) _________________________________________________________________________________________________________________ Whereas, the University of the Virgin Islands (UVI) is committed to exploring new business development approaches that are capable of complimenting its existing efforts to enhance income generation, and Whereas, UVI is committed to increasing its enrollment in support of its mission and to grant more students across the Caribbean region the opportunity to obtain a degree in a chosen field of higher education studies, and Whereas, UVI has signed a Memoranda of Understanding (MOU) with the Council of Community Colleges of Jamaica (CCCJ) for purposes of program articulation, student transfers, degree completion programs, research and development, and Whereas, due to economic conditions including monetary devaluations, CCCJ finds it challenging for its more than 100 students who currently desire to matriculate at UVI to complete a bachelor’s degree in social work at one of UVI’s campuses to do so, and Whereas, the Middle states Commission on Higher Education (MSCHE) through its policy on “Contracts by Accredited and Candidate Institutions for Education-Related Services” allows for member institutions to enter into contract agreements with other regionally accredited and non- regionally accredited organizations and international entities to provide educational programs and degrees, and Whereas, in keeping with the MSCHE policy, UVI desires to enter into a contract for education- related services (CERS) with the CCCJ to make its programs available to students in Jamaica, and Whereas, under this business model, UVI will maintain control of the program while CCCJ collects fees from the students, pays the instructors, assume all local facilities/overhead costs, and pays a contract fee per student per course to UVI, and Whereas, UVI seeks the consideration and approval of the Board of Trustees to enter into a CERS with the CCCJ in keeping with the applicable MSCHE policy and to charge a contract fee of $400.00 per student per course for UVI programs delivered within the context of the CERS. NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE UNIVERSITY OF THE VIRGIN ISLANDS: A. UVI is authorized to enter into a CERS with the CCCJ in keeping with the applicable MSCHE policy and to charge a contract fee of $400.00 per student per course for UVI programs delivered within the context of the CERS. 2 B. The President and Vice-President for Business Development and Innovation are authorized to take such actions as are necessary and proper to implement this resolution.
