ACTNO. 8304 BILL NO. 33-0230 THIRTY-THIRD LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2020 An Act to posthumously honor and commend Beulah Smith Harrigan for her service to the children of the Virgin Islands and for her role in the development of the library system of our territory and to name the children’s room at the Charles Wesley Turnbull Regional Library in her memory a--Q--- WHEREAS, the late Beulah Smith Harrigan was born to Captain James Henry and Clementine Varlack Smith and was raised on St. Thomas, Virgin Islands; and WHEREAS, Mrs. Harrigan was married to the late Delvin Harrigan for 58 years, and together they raised five children: Jean Gomez Bryan; Lorraine Galiber Gundel; Ruquyyah Cheryl Nicholas; Deborah Harrigan; and Richard Delvin Harrigan; and WHEREAS, she had 20 grandchildren and 33 great grandchildren; and WHEREAS, she was a member of the Charlotte Amalie High School’s Class of 1942 and a 1971 graduate of the College of the Virgin Islands (now University of the Virgin Islands); and WHEREAS, Mrs. …
