Office of the Commissioner January 12, 2026 PUBLIC NOTICE Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the public that the following St. Thomas Coastal Zone Management (CZM) Committee Meeting is scheduled for Tuesday, January 20, 2026, at 4:00pm. This meeting will be held via the video conferencing platform Microsoft Teams. The agenda is as follows: Decision Meetings (public testimony will not be heard) Decision Meeting on Federal Consistency Determination No. CZM0040-25- Virgin Islands Economic Development Authority- Admin Building. The proposed improvements to the facility mostly include partial interior renovations, the addition of a vertical circulation corridor, and miscellaneous minor site improvements to include the addition of 14 parking spaces and sidewalk. Oriol of the Department of Planning and Natural Resources informs the public that the following St. Thomas Coastal Zone Management (CZM) Committee Meeting is scheduled for Tuesday, January 20, 2026, at 4:00pm. Decision Meetings (public testimony will not be heard) Decision Meeting for Federal Consistency Determination, CZM0026-25, has been submitted by The Eastern Federal Lands Highway Division of the Federal Highway Administration (FHWA) in cooperation with the Virgin Islands Department of Public Works. The project proposes to improve Raphune Hill Road in Charlotte Amalie, St. Thomas in three Phases. This consistency determination addresses Phase 2 (Contract 2) which is the relocation of Route 381 and Route 38 intersection, as well as relocation of a portion of Route 381 and other miscellaneous improvements including stormwater drainage. Public Hearing (Public Testimony will be heard) Public Hearing for Major Coastal Zone Management No. CZMJL0014-25- Virgin Island Port Authority- Cyril E. King Airport- Reconstruction. The project proposes to reconstruct the existing terminal at Cyril E. King Airport. The project proposes to improve service levels, increase efficient use of existing space and improve airport operations and long-term maintenance plans, while providing travelers with a safe and modern experience. There will be construction of temporary facilities such as offices, modular buildings, baggage handling facility, laydown and staging areas. The enabling activities also include renovating an existing hangar building for use as a temporary commuter facility, providing adjacent vehicle parking, and making minor improvements to the adjacent aircraft apron and taxiway connector. The Project is located at Parcel 70, Lindbergh Bay, St. Thomas.
