That{Mr. Jenkins is supposed to be guil- ty of rendering false judicial testimony 18 merely an vpinicn of the Mexican Gov- ernment entirely unsupported by evidence the Mexican Goverment cannot expect the United States to accept, in the grave circumstances of this case, such an nn- supported statementas a valid excuse. Mr. Jenkins, weak and exhausted in a hospitai says he has been harassed by the Mexican authorities while evidence against him was obtained through inti- midation of witnesses. The only conclu- sion tnis Government can draw, is that Mexico has made a studied effort to en- snare Mr. Jenkins in legal intricacies, in order to devert tle attention of the A- merican and Mexican people from the faet thar Puekla, the second largest city in Mexico, is overrun by bandits and that the Mexican authorities have been negligent. It appears to have been the ourpose of the Mexican Government to assume a wilful indiffer>nce to the feeiings of the Ameorican people, that have been aroused to the point of indig- nation by the exposure, hardships and physical suffering by Mr. Jenkins during his abducton and his subsequent treat- ment at the hands of the Mexican au- thorities. .After a conference with Sec- retary Lansing, late today, Chairman Porter of the House Foreign Affairs Committee, expressed the opinion that the State Department means business th s time. Cables to Go- ernor Yager, the Insular Chamber of Commerce and the Rotary Club from Resident Commissicn~r Cordo- va Davila, at Washington, Satu day an- nonnced the purchase of a dredge by the War Departuient to be sent to the island for work in San .JJuan harbor. In the opinion of Governor Yager the purchase of the dredge will make avail- able aporoximately $400,000 for dredging expenses in the harbor.. By the time this sum is spent he believes that the Rivers and Harbors bill will have passed Con- gress and that it will contain further ap- propriations for carrying on work in the harbor here. Just when work can be commenced is not known here but in his cable the Resident Commissiorer said the dredge would start for Porto Rico ‘‘as soon as arrangaments are finished. 'he purchase of the dredge comes arter weveral years’ effort to have work on the harbor commenced as outlined in the plans of Major Dent in 1913. The plan calls for enlarging the deep-water area cf the harbor and the fillingin of the low lands along the water front in Puerta de Tierra and Miramar.
