Notwithstanding Act No. 8126, title 22 Virgin Islands Code, chapter 10, section 237, subsection (a), paragraph (3), subparagraph (a) is amended by striking both occurrences of "$20,000,000" and inserting "$30,000,000". SECTION 2. Title 33 Virgin Islands Code, chapter 111, section 3061 is amended in subsections (d) and (e) by striking "$20,000,000" wherever it appears and replacing it with "$30,000,000". SECTION 3. The provision set forth in Section 2 expire on September 30, 2022. Thus passed by the Legislature of the Virgin Islands on September 29, 2020. The Board of Trustees shall continue to make every effort to secure gifts, 2 grants and loans to the University of the Virgin Islands from private individuals, foundations and federal government agencies and to utilize such gifts, grants and loans for the purposes specified by the donor or lender. I am pleased to approve Budget Bills numbered 33-0377, 33-0378, 33-0379, 33-0380, 33- 0381, 33-0382, 33-0383, 33-0384, 33-0385, 33-0386, 33-0387, 33-0388, 33-0389, 33-0390, 33-0391, 33-0392, 33-0393, 33-0394, 33-0395, 33-0396, 33-0397, 33-0398, 33-0400, 33-0401, 33-0402, 33- 0403, 33-0404, 33-0405, 33-0406, 33-0407, 33-0408, 33-0409, 33-0412, 33-0413, and 33-0417. As to Bill No. 33-0377, the Act providing an appropriation from the General Fund of the Government of the Virgin Islands for the operation of the Government of the Virgin Islands during the Fiscal Year October 1, 2020, through September 30, 2021. Although I have approved the Bill, I must exercise my line-item veto power to strike the appropriation for WTJX, which is incorrectly inserted in the Department of Education Budget under Section 1 Subsection R. located on pg. 6 of the &ttcr to Senate President Novelle Pd. The funding for WTJX is already appropriated in the Miscellaneous appropriations subsection on Page 9 as line item “MIS 15 WTJX PUBLIC TELEVISION $3,627,111”. In addition to this line item, several critical errors have been identified and will need immediate amendments in order to allow the Government of the Virgin Islands to operate appropriately. The amendments needed are outlined on the attached redlined Bill (see attached as Exhibit A), and were discussed with the Chairman of the Committee on Finance and the Legislature’s Post Audit Division. These include $18 million for the single payer utilities for all Government Departments, amending the amount for the Contribution to the Agriculture Revolving Fund, inserting the contribution to the Taxi Commission and the VI Housing Finance Authority, and amending the amount to 0MB for wage adjustments. These corrective amendments need to be acted upon promptly by the Legislature. Finally, Bill No. 33-0405, the Act providing an appropriation for the salaries and expenses of The University of the Virgin Islands during the fiscal year October 1, 2020, to September 30, 2021, has also been approved, although it contains another error requiring a critical amendment. Section 1 of the Bill incorrectly states that the $25,225,458 appropriated is “out of any available funds” instead of stating “the General Fund”. Additionally, the total amount appropriated to the University of the Virgin Islands out of the General Fund on page 4 of the Bill incorrectly states “$34,366,559” instead of the correct total of “$34,336,559” (See attached as Exhibit B). I thank you and the members of the Thirty-Third Legislature for all that you do for the Territory of the U.S. Virgin Islands and its people. I trust that the necessary amendments to correct the errors noted above will be passed expeditiously at the next Session of the Thirty Third Legislature.
