While we have just about finished our projects funded through Act 8454, thanks to a large push from Governor Bryan and Lt. Governor Roach, we added many more projects using American Rescue Plan Act (ARPA) funds. We completed paving projects in Estate St. George’s, Hermon Hill, Estate Whim, Estate Contant, Anna’s Retreat, Estate Lilliendahl, Hull Bay Road, North Star Village Road and segments of Centerline Road on St. John – just to name a few! We were successfully awarded major federal grants to continue Phase II of the Veterans Drive Improvement Project; rehabilitate roads, sidewalks and drainage in Estate Thomas; and to acquire a third, larger ferry for the Red Hook – Cruz Bay route. I am also extremely pleased with the number of talented young Virgin Islanders we were able to successfully recruit and hire. Now, we can truly say the Virgin Islands is being transformed by Virgin Islanders. While 2022 was a great year for us, I strongly believe we are poised for even more in 2023! Transformative progress isn’t easy so I thank you, as always, for your patience, understanding and support as we continue on our transformative journey. G A L L O W S B A Y DPW completed all roadwork at Gallows Bay. 13 The Department of Public Works completed several road projects, improving the infrastructure of the territory's roadways for 2022. These road projects included the remaining projects from Act 8454, as well as projects funded by the American Rescue Plan Act (ARPA) of 2021. ST. CROIX DISTRICT Estate Work and Rest phase 2 Union MT. This section highlights the enhancements along the roadway with before and after images. Five federal highway projects were completed territory-wide. ST. THOMAS/ST. They included sidewalk repairs, guardrail repairs, road patching, gut cleaning, maintenance and roadside cleaning. On St. Croix, 438 work orders were documented. Notable projects on St. Croix include the build out of the Festival Reviewing Stand and patching a collapsed road on Melvin Evans Highway. ST. CROIX 18 IN THE WORKS Operations Division Spotlight ST. THOMAS In the St. Thomas/St. John District, 217 work orders were documented. Some notable projects include repairs the Fort Christian Parking lot for St. Thomas Carnival, sidewalk repairs, pothole patching, and annual gut maintenance in preparation for Hurricane Season. 19 IN THE WORKS Operations Division Spotlight On St. John, projects completed by the Operations Division included repainting cross walks in Cruz Bay, annual gut cleaning, and stage building for various events. ST. JOHN 20 Street The Department of Public Works is happy to state additional funds were allocated to purchase two new street sweepers - one for St. Croix and St. John. This equipment combines water, brooms and vacuum technology to pick up various debris to keep the roadways clear and usable for the community. 21 22 TERRITORIAL CEMETERY PROJECTS Cemetery Records Project -- This segment of the project will utilize GIS technology to map all public cemeteries in the territory. DPW partnered with Tulane University for this endeavor. Once completed, all burial plots in public cemeteries will have a geocode, which will help DPW employees and families locate their loved ones. A segment of this project also includes training for interested UVI students. The scope of the Western Cemetery Beautification Project includes the installation of a masonry wall surrounding Western Cemetery #3, repairs to concrete pavements and vaults, as well as the removal of tree stumps throughout the entire Western Cemetery. An ADA-compliant ramp and aluminum gates at Western Cemetery #1 and #3 will also be added. Pending funding availability, DPW will start this project in 2023. The Kingshill Cemetery parking lot was completely redone in 2022 after being severely damaged from the 2017 Hurricanes. Repairs to the Chapel will begin in 2023. K I N G S H I L L C E M E T E R Y ( C O M P L E T E D 2 0 2 2 ) 23 24 VIRGIN ISLANDS TRANSIT SYSTEM In February 2022, the department received a $5.1 million grant from the Federal Transit Administration’s Passenger Ferry Grant Program. DPW will purchase a new 100 ft. ferry for the St. Thomas-St. John route. This year, DPW acquired five new paratransit ADA buses. Another five are expected shortly. The purchase of four heavy- duty buses is also in progress. Very soon, advertising space will be available on VITRAN buses and shelters. The contract is in the final stages and the program will kick off in early 2023. St. Croix's VITRAN Maintenance and Operation's facility is at the 75% completion mark. The new facility will be 14,950 square feet and the primary operating facility for VITRAN on St. Croix. It will be comprised of three buildings: an operations facility, a bus-washing building, and a tire storage building. The new facility will also include four service bays and administrative offices for all of VITRAN’s St. Croix staff. The department's Facebook page received 1014 new followers. On Instagram, the department's following increased from 742 followers last year to 835 followers this year. However, Instagram's reach dropped by 44%. The lesser used platforms saw an increase as well, although slight. DPW's Twitter following grew from 44 to 137, while YouTube went from 30 followers to 35.
