Item 7 of the proposal contents (pg. 7 of 10) states that a Cost Proposal to be submitted in a separate email, but the Factors of Discussion (pg. 2 of 10) do not include price of services/fees and the Negotiations section (pg. 2 of 10) state that a fair and reasonable price will be negotiated with the highest qualified firm. Please confirm if a cost proposal is to be include with our proposal submitted. Answer: Yes, a cost proposal should be submitted under a separate cover. 2.
