MESSAGE FROM THE INSPECTOR GENERAL A bout 5 years ago, the National Performance Review was undertaken to change the way the Federal Government operated. As “agents ofpositive change” whose mission is to promote precisely the type of government that the public is demanding, the Office of Inspector General (OIG), through its audit and investigative activities, plays a critical role in responding to the public’s demands for accountability and in reinventing and improving Government operations. To assist in meeting its statutory mission and its strategic goals, OIG has provided proactive, independent, and objective evaluations of the economy, efficiency, and effectiveness of Department of the Interior (DOI) programs and operations during this 6-month period. …
